Consultores HODI is recruiting a Monitoring and Evaluation Advisor/Specialist, to be based in Maputo, Mozambique.
Description
  • Consultores HODI is a Consultancy firm based in Maputo, specialized in Project Management and Procurement Services for clients from the private sector, public sector and NGOs. Since 2017 Consultores HODI is managing the Field Support Services (FSS) project for the Canadian Government. The objective of the FSS is to provide Technical Expertise and logistical and administrative support to the Canadian Development Program in Mozambique
  • Currently, HODI is seeking a Monitoring and Evaluation specialist and he/she will work from HODI’s offices in Maputo. The Technical Specialist will work with the various Sector Development Officers at the High Commission in Maputo and at Headquarters (Ottawa)
  • To provide technical advisory services to the Canadian Development Program. A 1-year contract with possible extension, depending on continuing need for services and duration of the FSS Project
  • Canada’s Development Program in Mozambique:
  • Canada has been an active development partner in Mozambique since the country’s In line with Canada’s Feminist International Assistance Policy (the Policy), Canada is putting gender equality and the empowerment of women and girls at the heart of its international assistance. The Development Program is currently heavily invested in maternal, newborn and child health programming, and is expanding its programming in sexual and reproductive health and rights
  • In 2018-2019, and building on operational programming, the program will continue to engage in developing and implementing new programming focused on increasing women and girls’ capacity to demand and utilize sexual and reproductive health services and rights, including the full range of family planning services. This programming includes both supporting government systems through a range of modalities and partnerships with Canadian and other organizations for specific projects
  • The program requires the services of an experienced Monitoring and Evaluation (M&E) Advisor
Requisites
  • A significant emphasis is placed on the M&E Advisor’s ability to successfully work with partners and GAC staff. This requires an individual with considerable experience in M&E, developing capacity development programs, assessing capacity, analyzing project documents
  • The Advisor requires the following experience, abilities, knowledge, and skills
  • Must be eligible to work in Mozambique
  • Must have a minimum of a Bachelor’s degree in a relevant field, such as international development or social sciences
  • The applicant must possess excellent English and Portuguese language skills. Working knowledge of French is considered an asset
  • 5 years’ experience as an M&E expert, including at least 2 years’ experience in a developing country, with a strong preference for experience in Mozambique
  • Minimum of 2 years’ experience undertaking and/or managing gender-sensitive research and evaluation processes and data collection and analysis
  • Minimum of 2 years’ experience providing technical advice and support in the results-based planning and design of complex development programs and projects in one or more of the following areas: gender equality, health, education, economic development, and/or governance
  • Minimum of 2 years’ experience in using participatory approaches to results based project design, M&E
  • Minimum of 2 years’ experience in capacity building, training, and coaching on results-based M&E and/or gender-sensitive, results-based management and experience in developing practical tools and templates
  • Demonstrable knowledge and understanding of results-based M&E methods
  • Demonstrable knowledge on M&E and RBM tools, best practices, issues, challenges, needs, opportunities and entry points in the country
