Adra Mozambique is recruiting a Market Assessment Consultant, to be based in Boane, Mozambique.
  • The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Mozambique belongs to the worldwide ADRA network, comprised of over 134 supporting and implementing country offices. In 1987, ADRA Mozambique was established with the aim of saving and improving lives through emergency relief, community-based projects that target food security, economic development, primary health and basic education
  • ADRA Mozambique is currently implementing a project in Collaboration with the Government of Mozambique, a National School Feeding Programme. The Project is being implemented in 19 primary schools in Boane district and started in 2017 as an emergency response to drought El-Nino. The project is in its second phase of implementation of transition from Emergency to a National School Feeding Programme. In the last year of implementation, ADRA Mozambique has a plan to start local procurement of food for the schools from Boane district for these 19 schools as it also working on sustainability of the programme to guarantee continuity as it would phase out in the third year of implementation. Due to this reason, ADRA Mozambique is seeking a Market Assessment consultant who would fit into the terms of Reference
  • Documents of assessment will be provided which include:
  • Focus Group Discussion Questions with guidance
  • HGSF Market Assessment Tool
  • This is to ensure uniformity in the information collected because the project is being run in different countries. The same applies to the report structure which will be provided. However, the consultant has to work on making the documents locally/culturally adaptable. Enumerators are not required for this type of assessment
The objective of the study
  • To better understand local markets and formulate how ADRA Mozambique can best strategize its own HGSF approach for year 3 and project phase out
The scope of the study
  • School Feeding project is being implemented in Boane District of Maputo Province. The assessment will be done in this district
  • The Consultancy will be for a period of 5 weeks broken down as follows:
  • Week 1: Background literature review, identify markets, write a food list
  • Week 2: Collect data in markets, do interviews and FGDs
  • Week 3: Enter, clean and analyze data
  • Weeks 4 and 5: Write a report
  • Location: Mozambique and more specifically district of operation: Boane in Maputo Province
  • Reporting to: Director of Programmes
  • Liaises with: District Programme Coordinator, Project field teams and all other ADRA Mozambique staff as required
  • Tentative timeframe: The consultancy is to be completed by September 30, 2018
  • Background literature review
  • Data collection preparation: identify markets and villages, write food list; refine the scope of the work
  • Data collection: conduct market analysis, focus group discussions and interviews; carry out data collection
  • Analyse and interpret the results
  • Write the final report
  • It is recommended that the potential consultant has a Bachelor’s Degree in Business Studies, Public Health, Development Studies or Economics with an MBA or Masters in Development Studies or Masters in Public Health. Experience of carrying out market assessments for more than 3 years with a Cost of the Diet is an added advantage
  • Experience in humanitarian affairs, very good command of English and Portuguese and Computer proficiency
  • Strongly motivated by humanitarian work
  • Able to work under pressure in a potentially
  • Autonomous
  • Excellent organizational skills
  • Excellent communication skills (both oral and written)
  • Expression of interest: Submissions will comprise of a technical and a financial proposal and will outline how the work will be done taking into consideration the duration and sampling methods that would be used
