Chemonics is recruiting a Malaria Advisor, to be based in Maputo, Mozambique.
Duties
  • Support the Malaria Manager to ensure that upstream activities, including Forecasting and Supply Planning for Malaria commodities, and assists the CMAM in the downstream distribution by determining quantities from the central level through intermediate and provincial warehouses level
  • Under the supervision and in close collaboration with the HIV/AIDS Manager, provide technical support to the ongoing implementation of a functional planning unit within CMAM tasked with identifying national health commodity needs, estimating costs, and coordinating order fulfillment to support the continuous availability of commodities, including drugs and medical supplies for National Malaria Control Program and CMAM Contribute to the strategic direction of the technical assistance project to the National Malaria Control Program, CMAM, implementing partners and USAID Supply Chain and PMI Team (ACTs, mRDTs, ART inj, RAS and SP) Quantification, Distribution planning, logistics and reporting systems, including integrated community malaria case management with Malaria Kits
  • Assist the FSDP TO2 team to support and carry out effective quantification exercises through:
  • Assuring high quality Malaria commodities quantification preparation by supporting data collection processes, assemble programmatic data inputs, collect, aggregates and systematize product consumption and inventory data, interpret data, select modeling techniques. Build consensus with stakeholders regarding make educated assumptions, based on the Standard Treatment Guidelines, to apply and in adjusting final model estimates, with specific reference to program scale up projections and targets
  • Identifying and implementing suitable methodologies, reaching consensus on programmatic assumptions with stakeholders, compiling documented clinical data or estimating patient numbers on each regimen, and inputting relevant data, such as the number of commodities per patient, into the QAT forecast module Update Supply Plans, quarterly, by determining order requirements considering in-country stock, program capacity, and available funding. Adjust quantities based on budget constraints, identify potential gaps in commodities, and implement an early warning system using the QAT supply planning module Develop the cost estimates: obtaining supplier prices for each product; determine price broken down by regimen; determine cost breakdown by funding source; ascertain potential funding availability; identify potential funding gaps
  • Maintain the TWG trained and proficient in the quantification methodologies, LMIS data analysis and Quantifications tools, especially in the use of USAID - Quantification Analytics Tool Support the TWG, the NMCP, CMAM or PMI team to develop quantification of new commodities or do scenarios for transitions or introduction of new regimens/products for Malaria
  • Use the quantification to support the commodities funding advocacy and security with key donors and the Government of Mozambique
  • Ensure the quantification included the quantities needed to produce the integrated community malaria case management with Malaria Kits
  • Assist staff in implementing processes for requisition and stock collection, data processing, and validation within Central Toll, taking into account programmatic scale-up projections and targets
  • Support the distribution of Malaria products by estimating replenishing order quantities for each commodity, placing orders based on available stocks using equitable mechanisms
  • Plan the needed Malaria Kits quantities needed to be assembled and distributed to the provinces, in coordination with Warehouse and transportation team
  • Ensure timely dispatch to clients through coordination with warehousing and transportation teams
  • Support the Malaria Chemo Prevention activities in coordination with the PMI team (SMC, PMC and IPTp)
  • Support the ANC ITNs reporting systems in nSIMAM
  • Support the NMCP and CMAM having an early warning mechanism for Malaria commodities, preventing stockouts and overstocks at provincial and; support producing the periodic meetings to discuss the stock status analysis for Malaria commodities
  • Assist the team in the comprehensive management of upstream and downstream logistics of Malaria Kits for iCCM, optimizing the communication with the procurement team, the decentralized storage and stock data, and maintaining stock levels for implementing partners through effective communication and continuous improvement
  • Maintain the PMI and USAID SC team informed for the commodities stock status and urgent actions needed to avoid any treatment disruption
  • Support compliance with the TO2 reporting cycle for:
  • SDP TO2 commodities with PMI team - mDIVE
  • PPMR Malaria
  • Support the HIV CMEP indicators with the ME team
  • GHSC-PSM Malaria Quarterly Report
  • Support the training needs and organize and conduct training activities by developing and implementing training materials, tools, and technical documents (i.e. standard operating procedures) for Malaria commodities management
  • Represent PSM at meetings, trainings, and workshops
  • Work closely with the GHSC-PSM MIS and M&E teams to support the implementation and operation of LMIS systems, including the nSIMAM and FC, to improve Malaria commodities data visibility across the supply chain
  • Support the production of routine and ad-hoc reports for PSM as required
  • Other responsibilities delegated by the Malaria Manager, the Director of FSDP team or the Deputy Country Director
Requisites
  • Bachelor’s degree in a relevant field, such as pharmacy or Logistics
  • At least 3 years of relevant work experience in the supply chain management and logistics
  • Knowledge in logistics management electronic management systems, is preferred
  • Proven writing, editing, and presenting skills are essential
  • Substantial expertise in MS Excel, data analysis, and reporting is required
  • Experience working on a USAID or donor-funded project required
  • Fluency in Portuguese is required and a good fluency in English is preferable
  • Skills:
  • Expertise in the specific program area for each commodity, including knowledge about the commodities, their recommended use, and how they are used in practice
  • Ability to conduct ongoing monitoring, data collection, and updating of the forecasting data and assumptions and supply planning data in QAT
  • Knowledge of the local context that may influence supply and demand for commodities
  • Ability to use the knowledge and data available to develop and justify assumptions
  • Strong communication skills and the ability to prepare and present quantification data, the methodology, and final quantification results to key stakeholders and implementers
