Chemonics is recruiting a Local Governance Specialist and WASH Specialist (m/f), to be based in Nampula, Mozambique.
Description
  • Chemonics seeks a local governance specialist and water, sanitation, and hygiene (WASH) specialist for the anticipated USAID funded Local Governance Strengthening (LOGOS) activity in Mozambique. The activity’s overall objective is to support the Government of the Republic of Mozambique in efforts to decentralize governance to improve delivery of public services at central, provincial, district and/or municipal levels. Specialists will be based in Nampula. We are seeking individuals who have a passion for making a difference in the lives of people around the world
Duties
Local Governance Specialist
  • Lead efforts to improve public financial management, public service delivery, and policy at the district and municipal level
  • Encourage targeted subnational government entities to promote community participation in local governance decision-making
  • Increase access to reliable and affordable public services and support participatory and accountable local governance
  • Provide technical assistance to local governments, including through participatory approaches, to improve their public financial management, mobilize own-source revenues, and improve service delivery
WASH Specialist
  • Provide direct oversight for the activity’s WASH-related interventions
  • Guide, coordinate, manage, and monitor interventions aiming to build the capacity of participating subnational governments to plan, budget, spend, and report WASH services funds
  • Increase the percentage of the population with access to safely managed drinking water and basic sanitation services
Requisites
  • Bachelor’s degree in relevant field required
  • Minimum five years implementing local governance, policy development, municipal service delivery, and/or decentralization programs required, with demonstrated experience working on or with donor-funded governance projects preferred
  • Experience collaborating with government officials, international donors, and private sector stakeholders, and experience working with the public sector in Mozambique
  • Fluency in spoken and written English and Portuguese
  • Bachelor's degree in a relevant field required
  • Minimum of five years of experience overseeing WASH implementation programs
  • Experience collaborating with government officials, international donors, and private sector stakeholders desired
  • Knowledge of and experience working with the public sector in Mozambique desired
  • Fluency in spoken and written English and Portuguese
