CONTACT is recruiting a Land Access Programs Manager, to be based in Pemba, Mozambique.
Duties
- Reporting to the VP Socio-Economic Development and the Country Chair and Managing Director, the main activities of the job includes to: lead the onboarding, coaching, upskilling and mentoring of the RP implementation team, including data management, compensation, relocation and livelihood re-establishment and development
- Support the procurement of IPs for implementing key components of the resettlement program; develop and/or revised existing land access and livelihood execution strategies, implementation plans/schedule/budget and the necessary implementation monitoring; guide the RP team and IPs, as required, for effective implementation and risk management
- Develop and/or revised existing procedures, documents and agreements for the compensation entitlement/payment delivery and oversee its implementation; develop a relocation plan and ensure all physically displaced HHs receive appropriate support and are successfully relocated to their replacement houses and appropriate monitoring is in place
- Ensure all data and documents related to the compensation and other resettlement-related activities are properly recorded and deposited into the project data system; coordinate the handover of resettlement land access to A1/A4 ensuring that all supporting documents have been properly recorded and deposited into the project data system
- Ensure the land access and resettlement processes and all field activities are completed in compliance with the resettlement plan, company policies and procedures, and all applicable Mozambican legislation
- Manage the implementation of the livelihood re-establishment and development program through IPs; act as a focal point on resettlement-related subjects between contractors, the project, government, lenders, affected households, civil society organization and the wider community
- Observe the safety, health, environmental and social aspects of the execution of the implementing partners’ scopes of work, and seek to help them improve their performance through intervention
Requisites
- Minimum of a master’s degree in rural development, economics, sociology, anthropology or any relevant field
- Experience in managing large-scale resettlement teams, IPs and budget in the extractive industry, including lender financed projects and international ESG
- Minimum of 10 years of experience managing implementation of large-scale land acquisition/resettlement program, preferable in Mozambique
- Experience implanting resettlement for extractive industry, preferably Central and northern Mozambique
- Experience with Community Agreement signing and implementation, preferably LDAs
- Experience implementing livelihood restoration programs under the lens of the sustainable livelihoods framework
- Experience managing multiple implementation partners
- Knowledge of Resettlement Legal requirements, IFC relevant PSs (PS1/PS5/PS8) and Project finance and Lenders experience
- Knowledge of and experience with implementation of resettlement-driven VPP
- Knowledge of resettlement completion requirements, including Resettlement M&E framework, Reporting and Assurance requirements
- Fluency in Portuguese and English (written and spoken)
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders incl. government, local communities, industry partners, CSOs/NGOs and international organizations
- Strong interpersonal skills, including negotiation, conflict management and ability to influence at all organizational levels
- Leadership/managerial competency (coordinate and guide team operations, cost, and schedule management, lead team - steering team through challenges and vision, inspiring, team empowerment)
- Stakeholder Engagement including grievance Management (communities, Government and Civil Society) experience
