Laboratory Supply Chain Director

Description

• PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
• Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all GHSD funded health programs, including but not limited to, HIV/AIDS, Malaria, and Maternal & Child Health, as well as provide systems support to improve supply chain management and commodity security in Mozambique
• The Laboratory Supply Chain Director will be a critical link between GHSC-PSM and GHSD supported laboratories, point of care (POC) and sample collection sites providing oversight and technical guidance across all supply chain functions

Duties

Work plan, budget development, implementation and monitoring

• Determine activities and resources necessary to achieve the GHSC-PSM laboratory supply chain objectives
• Periodically evaluate project progress against work plan and budget, identify risks and undertake appropriate interventions to meet work plan objectives and client requests

Reporting and documentation

• Oversee the production of routine and ad hoc reports for submission to headquarters and to the client
• Document success stories, best practices and lessons learned in implementing the project

Technical oversight

• Provide technical oversight, supervision and strategic guidance to the laboratory supply chain team
• Ensure team staffing and performance is sufficient to meet project objectives
• Ensure timely submission and quality of deliverables for laboratory supply chain team
• Identify short-term technical assistance needs, develop scopes of work, supervise TA providers, review quality and timeliness of TA deliverables to the client
• Promote innovation and best practice supply chain solutions
• Foster technical coordination and collaboration between field office technical teams and headquarters

Laboratory commodity logistics

• Support laboratory forecasting and supply planning (FASP) and coordinate with procurement team to execute procurement plans
• Support in-country distribution to expand, monitor and sustain the viral load and EID coverage
• Monitor viral load and EID commodities stock status and scale up
• Coordinate with MIS team to ensure maintenance of electronic LMIS, collect, aggregate, analyze and use LMIS data for decision making
• Coordinate with procurement team, suppliers and MoH regarding maintenance and functionality of key laboratory equipment
• Provide systems support to optimize diagnostic network and integrate logistic systems for conventional and POC molecular network for viral load and EID
• Provide laboratory logistics supportive supervision, monitoring and on the job training in coordination with MoH and partners

Laboratory sample transportation (LST)

• Provide leadership, oversight, coordination and performance monitoring of 4PL laboratory sample transport subcontract
• Support data collection, analysis, reporting and use for management decision making and quality assurance
• Conduct route planning and optimization at district, province and national level
• Ensure compliance with subcontract terms and conditions including review of subcontract deliverables to ensure service delivery, accountability and cost efficiency
• Support POD, protocol and invoice validation, reconciliation and approval
• Provide supportive supervision, monitoring and on the job training in coordination with subcontractor and MoH including but not limited to quality assurance, biosafety and security

Representation

• Maintain communication and mutual relationships with the MOH Laboratory Department and key stakeholders
• Represent GHSC-PSM Mozambique at external for a and meetings with key stakeholders
• Other Duties: Perform other tasks assigned by the Country Director or Deputy Country Director

Requisites

• Bachelor’s degree in a relevant field; advanced degree preferred
• Minimum 8 years’ relevant professional experience in laboratory commodities supply chain management including quantification
• Experience leading, supervising and building capacity of technical staff
• Extensive experience working with MOH, and demonstrated ability to advise and collaborate with GRM technical and senior staff
• Good knowledge of Mozambique laboratory supply chain at central, provincial and site level
• Experience with donor regulations and procedures
• Ability to lead development and monitor the implementation of project work plans and budgets
• Demonstrated ability to monitor program performance using key performance indicators
• Demonstrated ability to promote supply chain management innovations and best practices
• Fluency in Portuguese and advanced English language
• Good computer skills in MS Office Suite
