Junior Accountant

In response to the devastating floods that hit Mozambique from January to February 2013, UNDP Mozambique is launching a one year project in support of disaster risk resilient livelihoods recovery of flood-affected communities in Gaza province focusing on Chibutu, Chokwe, Guija districts and Xai-Xai City.

The project is in close partnership with INGC at national, provincial and district levels, local government institutions, affected communities and where possible the private sector. The project seeks to restore enabling environment for flood-affected communities in the province to recover from the impact of the floods and “build back better” through three interlinked outputs:

  • Disaster resilient livelihoods and economic opportunities for the flood-affected people in Gaza Province restored and improved
  • Capacity of local authorities and communities’ livelihoods recovery strengthened
  • Coordination of livelihoods recovery by Early Recovery Cluster strengthened

Toward this end, UNDP will apply a community-based approach in the Gaza province through restoring and developing capacity of local authorities and communities to lead the disaster risk resilient livelihoods recovery process. This will form part of the ongoing support that UNDP is providing to the government through INGC for disaster risk reduction and climate change adaptation.

The Accountant is responsible for the effective delivery of all financial services, ensuring the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documents financial information; transparent utilization of financial resources and management of projects. He/She analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of financial issues.

Duties
Ensure implementation of financial resource management strategies and procedures
  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules and regulations, policies and strategies of the effective internal control, proper design and functioning of the financial management system
  • In coordination with the  programme team, contributes to setting of delivery targets and monitoring of project expenditures
  • Provision of advice in implementation of financial strategies
Ensure effective and accurate management and oversight of financial resources
  • Systematic check and monitoring on project expenditures and their relevance to the Project Monthly Work Plan activities
  • Proper planning expenditure tracking and audit financial resources
  • Financial monitoring and evaluation of the project, identification of financial problems or bottlenecks and propose solutions
  • Ensuring consistency of NIM financial transactions with Monthly Work Plan and budgets, and full compliance with established rules, regulations and procedures
Ensure proper utilization and control project accounts
  • Support on regular reporting to donors and agencies as required under each agreement
  • Elaboration of the internal financial expenditures control system which ensures that transactions are correctly recorded and justified, other entitlement are duly processed
  • Timely take corrective actions on budget errors
  • Monitoring of the internal expenditures control of the project

Education
  • University degree or equivalent in Accounting, Finance, Business Administration, Public Administration or related field
Experience
  • 3-5 years of relevant experience at the national or international levels in providing financial management accounting services
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems
  • Previous audit experience and ATLAS-ERP would be an important asset
Language Requirements
  • Fluency in Portuguese (written and spoken) required
  • Working knowledge of English
