The Government of Mozambique, with support from United Nations Development Programme (UNDP) intends to utilize the balance of its GEF 5 STAR allocation on the Land Degradation Focal Area for a Medium Sized Project (MSP). The MSP’s draft Title will be “Securing Resilience and Adaptation through Sustainable Land Management” in three vulnerable and degraded Districts. The Districts are Pemba-Metuge in Cabo Delgado Province; Mabote in Inhambane Province; and Machaze in Manica Province.

The project will build the capacity of the relevant communities in utilizing sustainable land management practices to secure ecosystems services, primarily those that reduce the vulnerability of livelihoods to climate change, by increasing ecosystem resilience and adaptive capacity of the land users. It is expected that the project will create conducive environment for collaborative action, creating synergies amongst various government and private institutions, NGOs and direct beneficiaries in targeted communities.

Given that, even under the most conservative climate change scenarios, the effects of drought and climate variability (e.g. uncertainty of the beginning and duration of the rainy season) will be increasingly felt in these selected areas, the project will also aim to integrate adaptation to drought in key sectors and programs in the selected districts, ensuring that the land management for adaptation options identified can be carried out sustainably by the communities involved. In particular the project will build on, replicate and expand the results of two other GEF projects, namely the Copying with Drought Project, which is being implemented in the Guijá district in Gaza Province, and the Adaptation in the Coastal Zones in Mozambique, which targets 3 pilot sites including Pemba, Pebane Beach and Zavora.

Duties

The International Consultant will be the lead consultant and will work with the National Consultant (and perhaps a broader team of project development group, led by the NC) to produce a MSP that is viable for funding under the GEF Focal Area of Land Degradation. S/he will coordinate its submission and approval; including the acquiring the relevant letters of co-finance and implementation arrangements. In doing so, the Consultant will undertake the following tasks:

  • Lead the process of collating all the baseline data, and its use in refining the threat-root cause-barrier analysis
  • Lead the use of the baseline data
  • Detailed incremental-cost analysis as per GEF guidance
  • Precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes
  • Definition of GEF incremental value per outcome and output
  • Presentation of results of the incremental cost-analysis in matrices
  • Assessment of the social, economic and financial sustainability of proposed project activities, including gender aspects
  • Assessment of the alternatives to the project strategy and detailed definition of the cost effectiveness of the preferred strategy and suite of activities
  • Quantification and detailed presentation of the global environmental benefits of the project
  • An analysis of the major risks related to project implementation and achievement of impacts and mitigation measures (This should include those that address any opportunities/risks identified during an environmental and social screening of the project proposal, and it should also include completion of the full Environmental and social screening for the FSP as per guidelines)
  • Definition of the replication strategy for project activities at national level with regard to Sustainable Land Management, adaptation and other issues addressed by the project
  • Development of the project monitoring and evaluation plan, and budget
  • Costing the expected project outcomes and outputs, identifying co-finance, sources and secure co-financing commitments (letters)
  • Finalized project logical framework, with particular emphasis on ecological indicators

The international consultant will also write the MSP prodoc and CEO Request (and all other annexes) and submit to UNDP and government, including supporting the government to respond to the reviews of both UNDP and GEFSec (Secretariat of the Global Environment Facility).

Requisites
  • Ability to work under pressure and stressful situations
  • Strong analytical, reporting, research methodology and writing abilities
  • Excellent interpersonal skills and good team spirit
  • Knowledge in use of computer software packages for word-processing, databases and spreadsheets
  • Excellent communication and facilitation skills
  • Ability to follow deadlines, accuracy and attention
  • Minimum Master’s degree in Natural Resources Management, Environmental Science, Conservation Biology, Agriculture and Natural Resources, or related fields
  • Sustainable Land Management/Natural Resources Management professional with experience in leading teams of experts to develop complex projects within tight deadlines
  • Minimum of 7 years’ experience in developing projects for GEF funding under the Biodiversity, Land Degradation and Adaption Focal Areas, preferably under UNDP’s implementation
  • Proven experience in carrying out project development
  • Experience in engaging government ministries;
  • Experience in carrying out capacity needs assessments
  • Experience and skills in training and transfer of knowledge
  • S/he will have demonstrated fluency and competency in writing in the English language (language of GEF submission documents) and working knowledge of Portuguese is required
