Consultores HODI is recruiting an Infrastructure Advisor, to be based in Maputo, Mozambique.
  • Consultores HODI is a Consultancy firm based in Maputo, specialized in Project Management and Procurement Services for clients from private sector, public sector and NGOs. Since 2017 Consultores HODI is managing the Field Support Services (FSS) project for the Canadian Development Program in Mozambique. The objective of the FSS Project Mozambique is to provide support, both with Technical Specialists for the various development areas and with logistical and administrative support
  • The Environment Advisor will provide services to the Canadian Development Program and will work from HODI’s offices in Maputo. S/he will report directly to the FSS Project Manager and will work with the Development Officers at the Canadian High Commission
  • To provide technical advisory services to the Canadian Development Program
  • A Consultancy contract of approximately 120 days for the duration of 1 year will be offered, with option of renewal based on performance and required services
  • Canada’s Development Program in Mozambique:
  • Canada has been an active development partner in Mozambique, in line with Canada’s Feminist International Assistance Policy (the Policy), Canada is putting gender equality and the empowerment of women and girls at the heart of its international assistance to contribute to the achievement of the 2030 Agenda for Sustainable Development
  • Expected Deliverables:
  • The required technical services will be undertaken through analysis of Mozambican government documents; review of programming proposals and implementation plans; intelligence gathering; monitoring of results, including validating them through field visits; participation in government, donor and civil society/academic meetings and literature reviews
  • Must be eligible to work in Mozambique (Valid permanent residence permit or citizenship certificate)
  • Must have a Minimum of a Bachelor’s degree, or a relevant university degree or other formal qualification/certification in architecture, engineering or urban planning from a recognized and reputable institution
  • The applicant must possess excellent English and Portuguese language skills
  • Working knowledge of French is considered an asset
  • Minimum of five (5) years’ experience providing infrastructure planning and construction management services, including supervising contractors and subcontractors, monitoring adherence to technical specifications, advising and negotiating to resolve differences as they arise, and monitoring use of material and financial resources
  • Minimum of five (5) years’ experience building capacity of government counterparts in infrastructure planning and construction supervision and management, including in the development of training programs, tools, guidelines, policies and long-term plans for infrastructure development in a specific sector
  • Minimum of five (5) years’ experience in site supervision of construction works in the health and/or education sectors in Mozambique
  • Minimum of five (5) years’ experience creating or improving inventories of physical infrastructure for Government Institutions
  • Minimum of three (3) years’ experience in engaging in technical fora and policy dialogue on construction issues with development partners and government officials (both at the national and provincial level) will be an asset
  • Capacity to prepare written analysis and comments on construction plans in project proposal and implementation plans, monitoring and progress reports
  • Capacity to proactively identify infrastructure/construction issues relevant to Canadian supported programs and projects
  • Capacity to work collaboratively in teams, including with local project partners and stakeholders, and independently with minimum supervision
  • Understanding of the public-sector construction environment in operation in Mozambique
  • Ability to foster synergies amongst partners and programs to promote infrastructure/construction best practices
  • Knowledge about the decentralization context in Mozambique related to infrastructure development, where division of roles and responsibilities lies between different levels of government (district, provincial and national).
  • Knowledge of Government of Mozambique infrastructure development and construction management regulations and context, including procurement processes and the roles and responsibilities of the Unidade Gestora Executora de Aquisições (UGEA)
  • Knowledge of private sector construction firms in Mozambique
  • Knowledge of public sector realities in Mozambique, including areas where capacity is stronger and weaker and good and bad practices or habits in the area of procurement and construction management, organizational culture and how they affect the behaviour of individuals
  • Knowledge of efforts both within government and by donors to deal with problems and the challenges and opportunities faced by advocates of reforms
  • Understanding the particular challenges of strengthening systems at the provincial level
  • Knowledge of how to monitor for environmental protection and social, gender equality, health and safety issues during construction works
