The Aga Khan Foundation (AKF) is part of the Aga Khan Development Network (AKDN), a group of private, international, non-denominational agencies founded by His Highness the Aga Khan. The Network's organisations have individual mandates that range from the fields of health and education to culture, rural development and the promotion of private-sector enterprise. AKDN is dedicated to improving living conditions and opportunities for the poor, without regard to faith, origin or gender.

The overall size and complexity of the AKF programme in Mozambique continues to grow. With the ongoing development of a number of new programme initiatives, and an increasingly competitive environment for quality human resources, both in Maputo and Cabo Delgado, the Foundation's primary programme area senior management have identified a need for a dedicated human resource to strengthen and manage the HR function.

The Human Resource Manager (HR Manager) will lead the HR department and be responsible for:

  • Setting/developing and leading implementation of the organisation's human resources strategy
  • Driving change and reform that enhances overall organisational performance and the performance of the HR function
  • Advising management on strategic human resources issues
  • Promoting collaboration across departments, regional and country offices on human resource strategies, policies, priorities and ensuring the smooth administrative functioning of the HR Department
Duties
  • Taking into consideration the applicable laws and policies, communicate, and formulate where necessary, guidelines and frameworks in all HR-related areas
  • Provide authoritative advice to the CEO/Regional Program Manager and the senior management team on complex and sensitive HR issues
  • Advise senior management staff in unit, regional and field offices on measures to establish a proactive and responsive HR management culture for the organisation
  • Identify best practices in HR within the AKF and peer organisations
  • Anticipate the future HR needs of the organisation and update policies and activities
  • Ensure that the organisational structure and job descriptions accurately reflect the responsibilities of the incumbents
  • Ensure timely implementation of salary surveys, salary scale changes and staff allowances
  • Recommend changes in compensation and benefits practices to reflect evolving market conditions
  • Manage the annual performance management process
  • Manage, in collaboration with senior management, staff development activities
  • Manage and coordinate recruitment processes
  • Consult/coordinate proactively with the staff union on all relevant human resources matters to ensure cordial labour relations
  • Manage the use of IT systems to support HR management and decision making
  • Ensure timely preparation of relevant HR reports and documents for presentation to senior management
  • Incorporate gender-related needs, perspectives and concerns and promote equal gender participation in all organisation activities in coordination with the gender specialist
  • Ensure staff participation across management, units and districts in the AKF's Workplace Wellness Programme
Requisites
  • Will have completed a university degree from an accredited academic institution in human resources management, law or organisational development
  • Will have more than five years of experience in human resources management with progressive increase in responsibility
  • Proven human resources experience in an international organisation, and public or private sector
  • Experience with designing and implementing organisational development and change-management processes
  • Background in the field of HR administrative law desirable
