Solidarites International is recruiting a Human Resources Coordinator, to be based in Pemba, Mozambique.
Description
- Solidarités International (SI) has been providing life-saving assistance in northern Mozambique since March 2019, initially responding to Cyclone Idai. As the crisis in Cabo Delgado escalated, SI began operations in Mueda in July 2021 and progressively expanded to other northern districts including Nangade, Muidumbe, Palma and Mocímboa da Praia. By 2022, SI had established a coordination office in Pemba and operational bases in Mueda and Palma
- Following the closure of the Palma base, SI opened a new base in Mocímboa da Praia in July 2023 to support urgent returnee needs. Today, SI operates from Pemba, Mueda and Mocímboa da Praia, covering not only the northern districts (Mueda, Mocímboa da Praia, Nangade, Muidumbe and Palma) but also additional districts further south, such as Metuge, Chiúre, Mecúfi and Ancuabe
- In 2024–2025, SI Mozambique has prioritized integrated, multisectoral programming focused on the Rapid Response Mechanism (RRM), WASH, Food Security and Livelihoods (FSL), and Shelter/NFI. At the beginning of 2025, however, major BHA funding cuts forced a significant restructuring, reducing the mission from approximately 140 to around 50 staff and prompting a reorganization of operations to maintain essential activities
- This restructuring coincided with a deterioration of the security situation in Cabo Delgado, with renewed attacks, increased displacement, and unpredictable access since mid-2024, requiring continuous adaptation of SI’s strategies
- Despite these challenges, SI continues to deliver principled, needs-based assistance across Cabo Delgado with the support of key donors such as ECHO, SDC, CDCS, IFSAN/UNICEF, the Solidarity Fund, and Aix-Marseille/AERMC

- The Human Resources Coordinator ensures the implementation of Solidarités International's (SI) Human Resources framework and policies within the Country Team
- He/she is responsible for the smooth administrative functionning of the mission, ensuring compliance with SI procedures, donor requirements and the national legislation. He/she regularly visits the bases to ensure harmonization and correct application of HR procedures across all sites
- He/she acts as the main focal point for all HR matters and serves as the primary link between the mission and HQ
Duties
- The roles and responsibilities of the HR Coordinator include but are not limited to:
- Analysis Of the Socio-Economic Context
- Monitors the cost of living, commodity prices and the local labour market
- Studies the social, cultural and ethnic organisation, customs and habits, demographics, socio-professional composition and HDI of the country in which Solidarités International is working
Managing the legal framework and internal & external hr communication
- Identifies administrative partners in relation to HR (lawyer, local authorities, etc.)
- Establishes and maintains relations with HR-related administrative authorities at national level
- Maintains a constant legal watch, keeps abreast of local employment law, validates information gathered from law firms and transposes it into IS framework documents
- Ensures that IS policies are consistent with the legal framework of the Country Office
- Ensures the administrative follow-up of disputes and represents Solidarités International before the administrative and possibly judicial authorities
- Ensures that SI staff are properly informed about HR procedures and developments
- Ensures HR administrative reporting to head office according to the periodicity defined by the administrative calendar
- Acts as a proactive link between head office and the field for all aspects of Human Resources Management (national and expatriate)
- Prepares HR annexes to donor reports
- Actively participates in inter-NGO clusters/forums relating to human resources
- Represents Solidarités International on request and/or by delegation
HR Strategy & Sizing
- Takes an active part in defining the Country Office's strategy and annual programming, and is responsible for developing the HR strategy
- Compiles, checks and analyses HR data for the Country Office (reporting tables & online Dashboard)
- Takes an active part at key moments in the preparation of team sizing (annual programming, project proposals) and ad hoc revisions
- Assists and advises other departments in identifying their HR needs and updating their team sizing
- Pays particular attention to diversity and inclusion issues within the Country Team
- Consolidates and updates the Country Office organization chart
- Organizes and leads information and coordination meetings on HR issues
Work Organization, HR Policies & Remuneration
- Ensures that HR procedures and individual behaviour are compatible with the local culture
- Participates in defining Solidarités International's salary and social policies and their implementation, and assesses the risks associated with changes
- Defines the social protection and "duty of care" policy of the Country Office and is the guarantor of social welfare
- Updates the Internal Rules and Regulations (IRR) and the HR manual in line with changes in the legal framework or changes in the understanding of this framework
- Trains teams on IS framework documents (Code of Ethics and Conduct, Charter, ROI, etc.)
- Takes part in risk & abuse prevention and provides training in whistle blowing mechanisms
Career Management: Recruitment, Integration, Training & Appraisal
- Ensures compliance with recruitment and hiring procedures: validates recruitment requirements for the assignment, job profiles, the selection process, screening and contracting
- Organizes, participates in and supervises the recruitment of C2+ Country Office teams
- Facilitates the integration of new employees by introducing an induction policy
- Ensures that the standard job profiles are used by the Country Team and refers any needs for specific job profiles to the head office HR department
- Informs the various members of the coordination teams about the appraisal methodology, objectives and purposes, and ensures that they are effectively implemented
- Is the driving force behind the implementation and improvement of Solidarités International's training policy and monitors staff development
Administrative management of national and expatriate human resources
- Organizes the arrival of expatriate staff
- Participates in the welcome and HR briefing of new employees
- Supervises the administrative management of expatriate human resources
- Ensures that the shared cost methodology is implemented
- Ensures that social security contributions and taxes are declared and paid to the relevant bodies
- Validates national staff salaries before payment
- Ensures that HR costs are updated and monitored, and shares this data whenever new projects are developed
- Sends the expatriate staff HR shuttle to head office to prepare expatriate staff salaries
- Centralises leave and break requests from expatriate employees, if there is no Assistant
- Calculates and distributes monthly per diems for expatriate employees, in accordance with current internal policies, if there is no Assistant
- Promotes social dialogue by encouraging the setting up of legal staff representation and consultation bodies on the basis of
- Supports the management and resolution of internal conflicts
- Ensures compliance with disciplinary procedures and validates any sanctions imposed
- Ensures that the physical and digital filing of personnel files is properly maintained and secured
Management
- Responsible for the proper implementation of HR policies and processes in order to ensure that he/she has both the number of people and the amount of knowledge required for the activities for which he/she is responsible:
- Analyses, quantifies and qualifies the human resources needs of his/her team
- Recruits and ensures the integration of the team for which he/she is responsible
- Evaluates the performance of the members of his/her team
- Trains and supports team members
- Leads and communicates with his/her team
Reporting
- Ensures that the Co-ordination team complies with internal and external reporting deadlines and procedures, as well as the quality of their contribution
Internal Control
- Organizes the arrival of expatriate staff
- Is responsible for the conformity of the documents it produces
- Ensures that adequate internal controls are in place for the processes implemented by its teams
- Is responsible for the compliance of certain processes and documents
Follow-up of Recommendations
- Is responsible for implementing the recommendations within their area of responsibility
Filing & Archiving
- Is responsible for filing and archiving the documents he/she produces in accordance with internal procedures
- Ensures that archiving is implemented within his/her department

Combating Abuse
- Creates and actively participates in the implementation of a working environment that prevents any inappropriate behaviour
- Participates in communicating the existence of SI's ethical framework
- Respects at all times the protection of information exchanged in the context of a report and its processing
- Implements measures to mitigate the risk of abuse
Hierarchical & Functional Links
- Supervisory Responsibility: HRCO Assistant, HR and Liaison Assistant
- Reports Directly To: Country Director
- Works Directly With: Technical coordinators, Field/Area coordinators and HR/Support team at base level
Requisites
- Minimum bachelor’s degree in human resources, Business Administration, Social sciences, Organization Development, or related HR discipline
- At least five (5) years of experience in the Humanitarian sector, including a minimum of three (3) years in a similar HR leadership position, preferably within an INGO
- Strong technical expertise in HR administration, workforce and organizational planning, recruitment & selection, compensation and benefits, performance management, training and development, employee relations, staff health and safety, and employee engagement
- Demonstrated experience in reviewing, developing, and implementing HR policies
- Proven ability to design and implement targeted and innovative HR strategies to address organizational and people-related needs
- Solid knowledge of HR best practices, and demonstrated experience using HR information systems and database
- Experience in capacity building and setting frameworks for staff development
- Ability to interpret and analyze HR data to inform strategic decision-making on HR processes and strategies
- Familiarity with Mozambique labour law is essential
- Previous experience conducting workplace investigations and supporting the resolution of employee relations matters strongly preferred
- Strong coordination, management, and leadership skills
- Excellent training, coaching, and facilitation skills
- Strong team building abilities
- Diplomatic, tactful, and able to manage sensitive situations with discretion
- High levels of self-motivation, flexibility, resilience and emotional intelligence
