CONTACT is recruiting a HSE Officer, to be based in Pemba, Mozambique.
Duties
- Reporting to the HSE Supervisor and the HSE Head, the main activities of the HSE Officer are to: implement and monitor company and contractor HSE systems, processes, and procedures in delivering project HSE goals; to always lead by example and promote TEPMA1 Golden Rules and STOP card stop work authority; implements applicable occupational health and hygiene company rules and procedures
- Conduct regular safety, health/hygiene and environmental inspections to construction sites, accommodation area and canteen facilities; conducting awareness and guidance program to make the workforce aware of the risks related to the work as well as about prevention of accidents and occupational health issues review JSA/risk assessments in the field to ensure contractors are working to their agreed processes and systems
- Ensure contractor daily plant and equipment checks are undertaken and recorded; ensure all unsafe acts and conditions are recorded on the TEPMA1 observation system (on the day of the event) along with immediate actions taken and any further actions required to prevent recurrence
- Ensure one HSE team spirit with contractors’ and sub-contractors’ HSE field team; provide prompt and transparent reporting to the Site project and site HSE Manager respectively on all matters related to site HSE
- Ensure contractor’s HSE and supervisory personnel are effectively delivering the HSE plan in compliance with contractor’s HSEMS and contractual obligations; support company site leadership with HSE engagement sessions with contractors, influencing behaviors and promoting an incident free mind-set such as but not limited to: site inductions / kick of meetings / toolbox / HSE meetings
- Provide assurance at sites that company, and contractor conduct thorough, open and transparent incident investigations and where required, lead company incident investigations
- Provide site leadership support in emergency response scenarios as required; support the reward and recognition program and monitor performance; actively support HSE applications for return on experience, management of change and continual improvement
- Promote positive environmental protection culture aligned to TEPMA1 environmental policy; implement the waste management plan and the biodiversity monitoring program; ensure clear and concise written handovers are provided for back-to-back
Requisites
- Bachelor’s degree or diploma in management/H&S Engineering fields
- Minimum of 05 years in construction operation or similar HSE experience
- Previous HSE Training
- Competencies in HSE
- Knowledge of Mozambique HSE legislation
- Must be fluent in Mozambican native tongues, Portuguese (native) and English (Oral and Written)
- Residing in the local area of the job, will be an advantage
