Grants and Operations Manager

The objective of the DFID-funded democratic Governance Support Programme, “DIÁLOGO – DIÁLOGO Local para a Boa Governação” Programme is to contribute to improved governance and accountability for Mozambican citizens in urban municipalities, so that citizens – particularly women and youth – know more, engage more, and vote with confidence and influence more in their municipal institutions. DIÁLOGO will provide financial and technical support to a range of organisations and institutions at the municipal and national level to improve the accountability and responsiveness of government at municipal and central level.

The purpose of the Grants and Operations Manager is to ensure that programme management and finance support the delivery of programme results, and will oversee challenge fund operations.

Duties
  • Assume overall responsibility for all programme operations including grant-making, finance, project administration, and the operations of grants and contracts
  • Take responsibility for overall administrative management operations in compliance with DAI and DFID regulations
  • Ensure that grant funding; design, publication, award, implementation, and close out processes are in accordance with DFID regulations and DAI policies
  • Directly supervise Finance Manager, Grants and Compliance Officer and PMU Administrative Assistant
  • Oversee the Grants and Compliance Officer’s day-to-day management and oversight of Challenge fund grants
  • Oversee the Grants and Compliance Officer’s work with the ME&L Officer to ensure that grants are designed to provide results and data that feed directly into DIALOGO’s log frame and are recorded in an internal information management system
  • With Finance Manager, implement control systems and accounting procedures for the project in accordance with DAI and DFID contractual rules and regulations
  • Review financial reports drafted by the Finance Manager
  • Execute DAI policies and procedures and best practices across all challenge funds
  • Review bank reconciliations and petty cash statements
  • Prepare and implement human resource management policies, with Team Leader (TL) oversight
  • Assist the TL in the management of all local contracts and agreements
  • Approve staff travel and related cash advances and expense reconciliations
  • Manage IT and website administration and support
  • Oversee vehicle usage and maintenance in accordance with DFID and DAI policies
  • Authorise project expenditures when the TL is not available
  • Provide quality assurance on maintenance of project result files and documentation of deliverables
  • Support PMU in implementing a programme information management system.
  • Serve as programme focal point for security, ensuring compliance with DAI’s security policies and executing the project security plan
  • Any other duties as assigned by the Team Leader
  • Submit monthly financial accounts to DAI Europe
  • Review weekly cash reconciliations and monthly bank reconciliations from the Finance Manager
  • Supervise maintenance of complete and accurate project inventory
  • Support TL in submitting quarterly and annual financial and administrative reports to DAI and DFID
  • Support TL in managing and monitoring overall project profitability and non-billable expenditure
  • Ensure complete, accurate and auditable project records are maintained, particularly as pertains to finance, procurement, and grants administration
  • In accordance with the TL, ensure that all project deliverables are properly accepted by DFID, and archived
  • Finalise the Programme Grants Manual and update it as needed
  • Oversee the Grants and Compliance Coordinator with the preparation and publication of calls for proposals
  • Ensure that all grantee proposals are properly recorded, reviewed and responded to and that the internal data management system is kept up to date
  • Act as final approver for negotiations for the terms and conditions of grants
  • Support Grants and Compliance Officer’s requests for reports and data
  • Review and sign-off quarterly reporting on grants funds to DFID
  • Ensure that all completed grantee activities are closed out in a timely manner, and documentation is up to date
Requisites
  • Fluency in Portuguese required
  • At least five years of experience in grant-making, finance, administration, and operations
  • Experience working of large donor funded programmes (DFID, USAID etc.)
  • Experience living and working in Africa
  • Experience managing national staff
  • Experience working with DAI a distinct advantage
