Chemonics is recruiting a GHSA ESC Associate (m/f), to be based in Maputo, Mozambique.
Description
  • The GHSA-ESC Associate will need to have established relationships with key stakeholders namely in the Health Sector in Mozambique. Additionally, s/he will be key in providing support and information to GHSA senior consultant/coordinator in the implementation of the work plan for FY23. Therefore, s/he needs to have strong local knowledge of the government and ministerial landscape of Mozambique, the supply chain actors/processes, etc. Health supply chains management technical knowledge is desirable. S/he will need to have good research and documenting skills namely to collect specific data regarding epidemics, populations, challenges affecting effective and efficient epidemic response etc. to inform the work plan and dialogue with key stakeholders
  • The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:
  • The GHSC-PSM program received funding from the USAID Global Health Security Agenda (GHSA) initiative for the first time in October 2020. In Mozambique, one of the global USAID GHSA technical priorities for 2021was the strengthening of the country's emergency supply chain system, which is a critical component of the larger effort to be adequately prepared for infectious disease outbreaks and other health emergencies. USAID partners have used a One Health approach to develop an ESC framework to improve the country's capacities to provide and manage essential commodities during emergencies quickly and effectively. The experience and learnings from the COVID-19 pandemic have also been used to inform this exercise as it exposed the system's fragilities and challenges
  • Based on the results obtained during first quarters of FY22, the PSM Mozambique project recommended a change of strategy due to the limited availability of high-level governmental staff alongside the need for a clear institutional set up for the CAE. Instead of organizing the workshops, the project proposed to deliver a high-level document on the governance situation (stakeholder mapping and landscape analyses) to the highest-level officials who would then start the governance conversations
  • To continue building on the GHSA work and achievements put forth by the GHSC-PSM project in FY21/22 the ESC unit needs to be created and the governance structure established before the ESC Manual can be adapted to reflect an agreed governance structure. After the institutionalization of the ESC Unit and when the ESC Manual is adapted and updated both will be tested in a desk top simulation exercise at the central level. In FY23 the Manual will also be rolled out to one Pilot (TBD) Province to test supply chain systems response to emergency health outbreaks at the provincial level. After incorporation of feedback and results of the simulation exercises, the renewed version of the manual will be delivered to the Government of Mozambique, in Sept 23
  • The GHSA-ESC Associate will be based in Maputo and will assist in the with customization of materials, in developing country specific contents and materials, in delivering training/facilitation (including preparation) and in developing communication and support materials as applicable. The objective of the support is to continue the institutionalization of the ESC framework (including ESC Unit) for Mozambique while strengthening local readiness and response capacities in managing outbreaks of infectious diseases and other public health threats
Duties
  • Purpose and Statement of Work: The primary role of the long-term junior consultant will be to:
  • Support in the dissemination, review, and finalization of the Landscape/Governance Report initiated in FY22 that lays out the current Mozambican institutional set up for ESC. Prepare respective presentations, communication materials and capacity building sessions
  • Assist the GOM with the institutionalization aspect of the ESC supporting in defining the entity that will. House ESC and will be responsible for the updating and maintaining of the ESC framework
  • Provide continuous support to the GOM Institution (i.e., INS) hosting the One Health Secretariat on all issues related to the ESC
  • Actively assist the ESC unit, supporting with the maintenance, updating and dissemination of ESC framework in Mozambique. Perform any additional work required to support the establishment of the ESC framework in Mozambique. Support the respective capacity building sessions, training sessions, and/or simulation exercises
  • Provide inputs for presentations, communication materials and capacity building sessions. Preparing summary notes, meeting minutes and any notes required because of interactions and meetings with relevant country stakeholders. Contribute to the preparation of any materials for communication or other purposes after such interactions and meetings
  • Deal with admin and logistics for meetings, events and capacity building sessions as detailed in the work plan. Support in the dissemination of the ESC. Support Trainers that will be delivering the Training of Trainers and of Users. Support with activities conducing to stakeholder buy-in and participation during the institutionalization of the ESC framework processes
  • Support any dissemination efforts for the GHSA and the One Health Approach including the preparation of contents and materials
  • Provide inputs in the preparation of simulation exercises as required and applicable
  • Provide logistics support for the different phases of work under the leadership of the GHSA ESC Senior Consultant. This will include organizing logistics and admin support as needed and applicable
Requisites
  • 3 to 5 years of experience in Mozambique in the area of governance and (health) system strengthening
  • Bachelor’s degree in veterinary, public health, health supply chains management, epidemiology, health management systems, economics, or other relevant discipline
  • Experience working on USAID-funded projects is preferred
  • Proven ability to effectively represent activities and programs and engage partners, government counterparts, and funders
  • Excellent interpersonal, written, and oral communication skills
  • Fluency in Portuguese and proficiency in English is required
  • Computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint and Outlook
