  • In response to cyclones Idai and Kenneth WFP provided life-saving food assistance to more than 2 million Mozambicans. In addition to its salient role in emergency response, WFP manages a broad programme portfolio including School Meals, Capacity Strengthening, Climate Resilience, Small Holder farmer support, social protection and Nutrition programmes
  • Currently, WFP’s presence in Mozambique included some 350 staff located in the Country Office in Maputo and the following Sub Offices:
  • Xai Xai Sub Office, Beira Sub Office, Tete Sub Office, Nampula Sub Office, Quelimane Sub Office, Pemba Sub Office, Chimoio Sub Office
  • The WFP recognizes that it is impossible to achieve zero hunger without addressing the structural drivers of food insecurity and malnutrition, and that gender inequality is one of the most important causal problems. Moreover, WFP is cognizant that to enhance efficiency, impact and fairness, it must work to properly engender its entire programme portfolio. This involves the conduct of gender assessments, development of programme recommendations, implementation of gender-specific and gender-sensitive activities and other dedicated actions throughout the programme lifecycle. WFP is also determined to achieve gender parity within its workforce and to enforce zero tolerance of incidents of sexual abuse and exploitation
  • These Terms of Reference describe the duties and responsibilities of a Gender Advisor who will be accountable to oversee gender-specific and gender-sensitive actions and advise the WFP Country Office on the range of complex gender issues associated with WFP’s work in Mozambique
  • Duration of assignment: this is a 1 year renewable contract
  • Net monthly salary range: USD 2,029-00 to 2,753-00

Duties
  • Conduct gender analysis of WFP’s programmes in Mozambique and formulate programme recommendations to improve gender equality, womens’ empowerment, masculinity approaches and other such demarches to engender and improve the impact of WFP programmes
  • Oversee the development and implementation of a Gender Action Plan Design and deliver gender training activities targeting WFP, government and cooperating partner staff
  • Provide strategic advice to WFP management on gender-related issues
  • Work with Programme Managers and Sub-Office staff to facilitate the implementation of gender-specific and gender-sensitive activities across the programme portfolio
  • Serve as SEA (Sexual Exploitation and Abuse) Focal Point, discreetly and professionally handling any referred cases
  • Work with Human Resource staff to implement actions designed to improve the gender ratio of the WFP workforce
  • Formulate reports and other information products on WFP’s gender activities
  • Review various WFP documents and information products to ensure they are engendered and properly reflect WFP’s gender-related activities
  • Contribute to fund raising efforts, including reviewing and contributing to concept notes and funding proposals
  • Represents WFP in various gender-related groups and inter-agency activities such as the 16 Days of Activism campaign, Gender Outcome group and other such inter-agency and governmental for a ("gender" OR "gender parity" OR "gender inequality" OR "gender advisor" OR "gender-specific" OR "gender-sensitive" OR "gender analysis" OR "gender action plan" OR "gender activities" OR "gender dimensions" OR "gender workplans" OR "gender programmes")
Requisites
  • University degree in Sociology, Social Development, Public Health, Community Development, Social Sciences or related fields with a strong knowledge of food security and nutrition issues and demonstrated experience in the area of gender research or in implementing gender programmes
  • At least three years of relevant experience at the national and/or international level
  • Excellent understanding of the gender dimensions of Mozambican development challenges
  • Has developed or supported the development of gender workplans and programmes
  • Exposure to field operations
  • Broad exposure across multiple functional areas (i.e. HR, protection, programme, etc.)
  • Well developed analytical skills
  • Excellent communications skills, including good drafting ability in both English and Portuguese
