Chemonics is recruiting a Forecasting, Supply, and Distribution Planning Director, to be based in Maputo, Mozambique.
Description
  • PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
  • Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all GHSD funded health programs, including but not limited to, HIV/AIDS, Malaria, and Maternal & Child Health, as well as provide systems support to improve supply chain management and commodity security in Mozambique
  • The Forecasting, Supply, and Distribution Planning Director is responsible for providing overall leadership of forecasting, supply and distribution planning for the GHSC-PSM project. He/she will supervise and lead the quantification team; support logistics system design; conduct annual quantifications and produce forecasts, supply and distribution plans; conduct gap and risk analysis of lifesaving commodities including HIV & AIDS, malaria, TB, nutrition, maternal and child health
Duties
Work plan, budget development, implementation and monitoring
  • Determine activities and resources necessary to achieve the GHSC-PSM forecasting, supply and distribution planning objectives
  • Periodically evaluate project progress against work plan and budget, identify risks and undertake appropriate interventions to meet work plan objectives and client requests
Reporting and documentation
  • Oversee the production of routine and ad hoc reports for submission to headquarters and to the client
  • Document success stories, best practices and lessons learned in implementing the project
Technical oversight
  • Provide technical oversight, supervision and strategic guidance to the FSDP team
  • Ensure FSDP team staffing and performance is sufficient to meet project objectives
  • Ensure timely submission and quality of deliverables for FSDP team
  • Identify short-term technical assistance needs, develop scopes of work, supervise TA providers, review quality and timeliness of TA deliverables to the client
  • Promote innovation and best practice supply chain solutions
  • Foster technical coordination and collaboration between field office technical teams and headquarters
System design, quantification, and financial planning
  • Support logistics system design, integration and implementation for health commodities
  • Support programs scale up, treatment regimen transitions and new product introduction
  • Conduct annual quantification and quarterly supply plan updates using appropriate methodologies and tools
  • Produce long-term forecast of demand for key commodities
  • Develop supply plans, cost estimates, identify available financial resources, funding gaps and supply risks
  • Coordinate with procurement teams to execute procurement plans
  • Monitor health commodities pipeline, stock status and conduct surveillance and supply risk analysis
  • Produce routine and ad hoc quantification reports and presentations
  • Support mobilization of domestic resources and from donors to fund commodities procurement and supply chain operations
  • Support MoH programs, CMAM and donors with operational & financial planning and execution including, budgeting, grant development, execution, performance monitoring and reprogramming resources
  • Coordinate with MIS team to ensure maintenance, and deployment of electronic LMIS to collect, aggregate, analyze and use data for decision making
  • Lead efforts to build capacity of the project, MOH and partner staff in quantification processes and tools
  • Provide supply chain supportive supervision, monitoring and on the job training in coordination with MoH and partners
Representation
  • Maintain communication and mutual relationships with the MOH Programs (HIV & AIDS, Malaria, Nutrition, MCH and TB), CMAM, donors and key stakeholders
  • Represent GHSC-PSM Mozambique at external fora and meetings with key stakeholders
  • Other duties: Perform other tasks assigned by the Country Director or Deputy Country Director
Requisites
  • Bachelor’s degree in a relevant field; advanced degree preferred
  • Minimum 8 years’ relevant professional experience in health commodities supply chain management including minimum 3 years of quantification
  • Experience leading, supervising and building capacity of technical staff in quantification and supply chain management
  • Extensive experience working with MOH Programs, CMAM, and demonstrated ability to advise and collaborate with GRM technical and senior staff
  • Good knowledge of Mozambique health commodities supply chain at central, provincial and site level
  • Experience with donor regulations and procedures
  • Ability to lead development and monitor the implementation of project work plans and budgets
  • Demonstrated ability to monitor program performance using key performance indicators
  • Demonstrated ability to promote supply chain management innovations and best practices
  • Fluency in Portuguese and advanced English language
  • Good computer skills in MS Office Suite, Quantification Tools and eLMIS
