TechnoServe is recruiting a Finance Controller (Senior Finance Manager), to be based in Maputo, Mozambique.
Description
- The Controller oversees accounting, compliance, cash management, audit support, and donor reporting in Mozambique. The Controller is responsible for financial management, including project-spending patterns against budget projections, preparation of financial reports, oversight of funds, and compliance with local laws and donor regulations and practices. Controllers have experience in accounting, not-for-profit donor reporting, and familiarity with the financial monthly closing processes
Duties
Accounting and Financial Reporting
- Provide oversight and guidance in all financial matters pertaining to the country office including proper recording of accounting transactions, cash management, cash requests, and reporting
- Ensure compliance with GAAP, TNS’s financial policies and procedures, statutory and donor requirements
- Develop staff and assist in implementing continuous process improvements work plans across field offices
- Ensure timely and accurate preparation of financial statements and other closing financial analyses schedules to Headquarters
- Manage and monitor all processes for the monthly close and internal controls for the Mozambique Country.
- Analyze financial data and effectively communicate critical financial matters to the Regional Controller
Budgeting, monitoring and reporting
- Lead annual and mid-year budgeting processes, in coordination with program directors and program managers
- Led the development of budgets for new projects and, in coordination with the Operations Director to ensure compliance with donor requirements
- Ensure all budgets and expenses are managed in accordance with donor guidelines and TechnoServe’s policies and regulations
Audit and Compliance
- Ensure timely completion of statutory, donor and organizational audits
- Identify and assist in developing standard operating procedures (SOPs) and systems needed to comply with changing regulatory requirements
- Review and approve audit responses and evaluate adequacy of corrective and/or preventative actions
- Ensure timely implementation of audit recommendations
- Provide guidance and oversight of donor reporting
- Assistance and coordination with program and local entity audits, analysis and reporting
- Cultivates and maintains strong working partnerships and effective communications with all key stakeholders
- Performs other duties and projects as assigned
Requisites
- Bachelor’s degree in accounting or finance plus a minimum of 10 years of experience in financial and grants management in an international work setting; or Master’s degree plus a minimum of 7 years of experience in these same areas, or a diploma +10 years of experience in finance management
- Knowledge of fund based accounting and experience with complex internal non-profit organizations
- Required Languages: Excellent oral, written, and interpersonal skills, including fluency in Portuguese and English languages
- Travel: Travel up to 25%
- Preferred Qualifications:
- Certification such as CMA, CPA or other related certifications
- Microsoft Dynamics NAV (Serenic Navigator) and/or Jet Reports experience
- Experience living or working in [Enter Region]
- Knowledge, Skills and Abilities:
- Strong interpersonal cross-cultural skills
- Strong knowledge of MS Excel, Word, and PowerPoint
