  • The Adventist Development and Relief Agency (ADRA) Mozambique is a faith-based Non-Government Organization locally registered in Mozambique and forms part of a network of ADRA offices around the globe. Its purpose statement is to serve humanity so all may live as God intended. Currently having a diversified program Portfolio and a robust operation, ADRA Mozambique is searching for a competent finance professional to fill the position of Finance and Administration Director to be based in Maputo, Mozambique
  • The Finance and Administration Director must have the competence to harmonize financial operations, develop effective financial strategies, guide efforts toward financial stability, monitor all financial activities, ensure compliance with accounting and donor regulations, support resource mobilization and maintain good relationships with Donors. He/She must possess strong analytical skills, good strategic thinking, excellent communication skills, exceptional numerical proficiency with strong leadership skills and possess ability to meet deadlines and able to organize work effectively whilst being proactive and showing initiative and tenacity in achieving results
  • Provide financial integrity and accountability and maintain internal controls in the operations of ADRA offices
  • Monitor the overall implementation of the projects and propose adjustments in a timely manner to ensure that the objectives are achieved
  • Work closely with the Country Director to develop and monitor the Agency's financial budget and strategy and ensure that it aligns with the overall strategic direction of the the overall strategic direction of the agency
  • Ensure that financial transactions and decisions comply with donor’s regulations and requirements
  • Produce timely monthly, quarterly, annual, and specific financial reports in compliance with generally accepted accounting principles (GAAP)
  • Oversee audit activities and ensure compliance with government and donor regulations. Work with auditors to ensure timely issuance of audit reports
  • Coordinate with the Country Director and the Administrative Committee (ADCOM) to create and manage Agency's annual budget
  • Develop budgets for proposals in conjunction with the Business Development Manager and the Program Director
  • Responsible for managing the Projects’ budgets and handling various types of Project agreements and seeking legal advice when necessary to ensure compliance with applicable government regulations
  • Guide the Country Director and the Board of Directors on the strategic directions of the business, conducting financial planning, analysis, forecasting, developing scenarios to inform decision making and advising on key development directions and development options
  • Engage the board's finance committee to develop short, medium and long-term financial plans and projections
  • Develop and use predictive and forward-looking models and activity-based financial analysis activities to provide information about the organization's operations and business plans including cash requirements
  • Coordinate with the Director of Programs to ensure that expenditures in a reported period are aligned with the activities implemented in the same period and in accordance with the Detailed Implementation Plan
  • Understand and mitigate organizational risks
Duties
  • Main Management Functions:
  • Acting as Country Director, when requested
  • Support the Human Resources function, in conjunction with the Country Director
  • Supervise the day-to-day administration office in Maputo and field offices
  • Supervise the logistics and IT departments
  • Set up new offices at provincial level following ADRA Mozambique standards
  • Maintain deep relationships with all members of the management team through demonstrated business judgment combined with the ability to effectively influence others
  • Perform other duties as requested by the Country Director
Requisites
  • Master or Bachelor's degree in Accounting, Finance, Business Administration or related field
  • A minimum of 10 years in financial management with progressive growth in responsibility. At least 5 years of experience with a national or international NGO, managing an office or program, supervising staff composed of HR, Procurement, Logistics, Accounting, IT, Security, and Driver
  • Solid experience working with donors such as USAID, EU, UN Agencies, Blue Action Fund, GAC, ECHO etc.
  • Experience with accrual accounting, cost allocation, budgeting and administrative & financial reporting
  • Hands-on accounting experience with Sun accounting system (knowledge of Sunplus is highly preferred)
  • Fluency in written and verbal communication skills in Portuguese and English
  • Proficient in Microsoft Word, Excel and other computer packages
  • Good operational, administrative and time management skills
  • Highly organized, able to manage multiple tasks and think outside the box
