Chemonics is recruiting a Family Planning Advisor, to be based in Maputo, Mozambique.
Description
  • The overall objective of GHSC-PSM is to procure and deliver health commodities for all USAID health programs, including but not limited to HIV/AIDS, malaria, family planning, and maternal and child health, and to provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
  • The Family Planning Advisor will support upstream activities, including Forecasting and Supply Planning for TO3 Family Planning commodities, and will assist the CMAM in the downstream distribution by determining quantities from the central level through intermediate and provincial warehouses level
Duties
  • Contribute to planning the technical assistance project for the Family Planning Program on the quantification, distribution planning, logistics, and reporting systems for FP commodities like IUDs, Implants, Injectables and Oral contraceptives, support with the condom activities in coordination with the HIV/AIDS Program and National HIV/AIDS Council. The goal is to improve how we estimate the needs, distribute goods, manage logistics, and report progress for more effective support
  • Assist the FSDP team to support and carry out effective quantification exercises through:
  • Conducting quantification exercises involves ensuring accurate preparation for TO3 commodities by supporting data collection, assembling programmatic inputs, aggregating, and systematizing product consumption and inventory data. It also requires interpreting data, selecting modeling techniques, and building consensus with stakeholders to make informed assumptions based on Family Planning Guidelines. These assumptions are then applied to adjust final model estimates, specifically focusing on program scale-up projections and targets, or transition processes
  • Identifying and implementing suitable methodologies, reaching consensus on programmatic assumptions with stakeholders, compiling documented clinical data or estimating patient numbers on each regimen, and inputting relevant data, such as the number of commodities per patient, into the QAT forecast module
  • Update Supply Plans, quarterly, by determining order requirements considering in-country stock, program capacity, and available funding. Adjust quantities based on budget constraints, identify potential gaps in commodities, and implement an early warning system using the QAT supply planning module
  • Create cost estimates by obtaining supplier/procurement mechanism prices for each product, breaking down prices by regimen, detailing costs by funding source, assessing potential funding availability, and identifying any potential funding gaps
  • Ensure the Technical Working Group (TWG) stays knowledgeable and skilled in quantification methodologies, LMIS data analysis, and tools, particularly the USAID - Quantification Analytics Tool
  • Assist the Family Planning Technical Working Group (TWG), in developing quantification for new commodities or conducting scenarios for transitions or introducing new regimens/products
  • Use the quantification to support the commodities funding advocacy and security with key donors, like UNFPA, and the Government of Mozambique
  • Use the GFPVAN tool to assist in the orders monitoring and update
  • Support the distribution planning by overseeing the team supporting CMAM in developing products distribution plans to direct clients. Assists staff in implementing requisition and stock collection processes, validating data centrally, with a focus on programmatic scale-up projections and targets
  • Support the early warning mechanism for FP commodities, preventing stockouts and overstocks at provincial and; support producing the periodic meetings to discuss the stock status analysis for TO3 commodities
  • Support the processes to comply with the TO3 reporting cycle:
  • PPMR-Smart loader update
  • Monthly Dashboard updates
  • Country Survey - FP commodities
  • Coordinate with the CNCS to implement technical assistance activities in support of the strengthening of coordination between the provincial warehouses and the partners of the multi‐sectoral group involved in HIV prevention activities
  • Contribute to the strategic direction of the technical assistance project to the CNCS, CMAM and Reproductive Health Program (SR), participating in the drafting of the annual work plan and planning with key partners to implement the activities GHSC-PSM
  • Participate in the evaluation of the integrated logistics system, supervisory visits, and monitoring activities to the provinces in support of logistical requirements of MOH's programs, CMAM and CNCS
  • Collect and analyse logistics data related to condoms and contraception and report the situation of stocks for use Condoms Technical Group and the meetings of Goods Safety Technical Group and RH products, as well as USAID
  • Other responsibilities delegated by the HIV/AIDS FSDP Manager or Director of Forecasting, Supply, and Distribution Planning
Requisites
  • Bachelor’s degree in a relevant field, such as pharmacy or Logistics
  • At least 3 years of relevant work experience in the supply chain management and logistics
  • Knowledge in logistics management electronic management systems, is preferred
  • Proven writing, editing, and presenting skills are essential
  • Substantial expertise in MS Excel, data analysis, and reporting is required
  • Experience working on a USAID or donor-funded project required
  • Fluency in Portuguese and a good fluency in English is required
