DAI is recruiting an Expert to Conduct Annual End of Agricultural Season Survey for the PROMAS Project, to be based in Cabo Delgado, Nampula and Niassa, Mozambique.
Description
- The “Promoting Sustainable Agricultural Market Systems” (PROMAS) is a project funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by DAI Global UK. The project seeks “to increase income and employment opportunities for female, and male smallholder farmers (SHF), youth, and Micro, Small and Medium Enterprises (MSMEs) in northern Mozambique through their engagement in resilient market systems”. The project is implemented in Cabo Delgado (Chiure, Balama and Montepuez), Nampula (Monapo, Erati, Ribaue and Malema) and Niassa (Cuamba, Mandimba and Chimbunila) province
- The project has four outcomes listed below
- Outcome 1: Enhanced productivity of SHF with a special focus on women and youth
- Outcome 2: Better functioning agriculture input and output markets for SHF and MSMEs in
rural and peri-urban areas
- Outcome 3: Adequate risk management instruments for SHF to absorb climate change shocks
- Outcome 4: Conducive policies and regulations for inclusive agricultural value chain development
- The project uses the market systems development approach to promote the establishment of resilient markets for agricultural inputs, outputs and services through collaboration with private sector partners and civic society. The project also promotes a conducive enabling policy environment that promotes growth of selected value chains and promotes the participation of SHF and MSMEs
- The project emphasizes support to SHF to help them respond to climate change through promoting both mitigation and adaptation, and use of agroecology products and practices to respond to climate change and other shocks facing SHF. PROMAS pays special and deliberate attention to women and youth inclusion and empowerment. The PROMAS project operates in an environment affected by military conflict in northern Mozambique
- In accordance with the agreement between the SDC and DAI, PROMAS is required to carry out an annual end of agricultural season survey that allows the project to measure progress through tracking SDC harmonized indicators and those specified in the log frame. The annual survey is carried out in August of each year, when the crop marketing season is advanced for the value chains promoted by the project
- PROMAS wishes to hire the services of an independent and experienced service provider to carry out the field survey in accordance with the instruments and methodologies defined by DAI PROMAS
- The annual survey seeks to collect, analyze data, and assess the level of achievement of mainly impact and outcome indicators captured in the log frame
Objectives of the survey
- The annual survey is conducted to collect and process data to measure progress towards achievement of targets of the indicators and changes in behavior of market actors. Specifically, the annual survey seeks to:
- Collect and analyze data on indicators that require annual tracking of progress
- Measure progress on indicators related to agricultural production, access to better functioning agriculture input and output markets, use of risk management instruments to overcome climate change-related shocks by SHF and conducive policies and regulations for an enabling environment
- Assess the quality of implementation processes including targeting, participation, and service provision
- Establish the link between a project’s outputs and its overall development objective
- Identify factors contributing to or hindering project success
- Identify challenges and inform future planning and implementation of interventions
Geographical area covered by the survey
- The annual end of season survey will be carried out in 10 districts; Erati, Monapo, Malema and Ribaue in Nampula province; Cuamba, Mandimba and Chimbunila in Niassa province; and Chiure, Montepuez and Balama in Cabo Delgado province
- The annual survey will be conducted in the same zones covered during the 2025 annual survey and some new localities where the project supported the implementation of interventions by its partners. To be added to the sample are some new localities (not surveyed during the 2025 annual survey) where PROMAS’ partners implemented interventions. The survey team will target beneficiaries purposively, using lists provided by PROMAS team and its partners; and non-participants will be identified in neighboring villages where there were no interventions supported by the project
Target population
- The PROMAS project targets SHF who are engaged in market-oriented production of mainly maize, ground nuts, pigeon pea, sesame and horticulture crops (tomato, onion, cabbage, couve etc.) in the target districts. SHF who have delivered commodities to the market in at least two of the last three seasons will be the respondents in the survey. Also, the survey prioritizes purposively interviewing women and youth in that category of SHF
- The villages selected should be within 5 km of an agro dealer’s shop, or a village-based agent, or a buying point agent, a site where there was demonstration plot, or a Fundo Agricola group or a combination of more than one of the above project sites. Even though the final administrative posts, and localities will be finalized during assignment orientation, PROMAS will seek to target localities covered during the 2025 survey, serviced by current partners (agro dealers and commodity aggregator traders)
Period and components covered by the survey
- The survey will cover the period September 2025 to August 2026, covering the about to end agricultural season; and will focus on the access and use of project supported input and output markets, adoption and use of good agriculture and agro-ecology practices; and use awareness and use of climate change risk management practices, and access to formal and informal financial products. A detailed description of the components will be provided during induction of the successful consultant
Methodology
- The survey targets 64 SHF beneficiaries and 16 non-beneficiaries SHF (a total of 80) per district, except in Lichinga (with 32 participants and eight non-participant farmers) which gives a total of 840 farmers in 11 districts. Using a longitudinal approach, most of the targets will be from those surveyed during the 2025 annual survey. However, where there are no partner interventions, the project can identify new areas
- Where there are new interventions/districts, within each district, the sample will cover two administrative posts where there is a presence of PROMAS partners’ project sites
- The key informant interviews will involve interviewing 10 SDAE representatives (one in each of the PROMAS district), 22 commodity aggregator traders (CATs), 17 agro dealers, and four seed companies based in the 10 project districts. Also, the survey will conduct three key informant interviews with one representative of each of the three Provincial Directorates of Industry and Commerce (DPICs)
- The annual survey will use household survey tool, key informant and FGD questionnaires; with the drafts updated by PROMAS from the tools used in the 2025 survey which include; (i) smallholder/household, (ii) CAT survey tool, (iii) inputs suppliers tool, (iv) VBA and BPA tool, (v) FGD for smallholder farmers, (vi) FGD for DMC and Fundo Agricola savings group, and (vii) key informant tool. Review of the tools shall be finalized jointly with the consultant engaged to conduct the survey
- The field survey is expected to take 12 days and will begin during the week starting on the 10th of August (with the training of animators, field instrument testing and mobilization for the field). Adequate planning by the consultant is required to ensure that the survey is completed within one month (30 days)
- After data is validated, the survey team will clean, organize, and analyze both quantitative and qualitative data sets. Tentatively SPSS and excel will be used to summarize quantitative data through descriptive analyses. Qualitative data will be summarized and interpreted through content analysis using Atlas.ti software
Deliverables
- The following outputs are expected from the survey:
- A detailed survey report with findings, analysis, level of achievement of targets for indicators and recommendations (not exceeding 60 pages including annexes). A report structure will be provided, but candidates are allowed to suggest a reporting format
- Raw data in a specified format (Excel, SPSS)
- A summary report for presentation to the PROMAS project team
- A database of survey results
Timeline
- The annual survey is expected to be completed in 24 days excluding preparatory work; 12 days will be devoted to field work, and 12 days for data cleaning, organization analysis and report writing. Candidates are requested to show a schedule of activities to accomplish the survey
Financial proposal
- The consultant is expected to provide a detailed budget breakdown for the survey, including consultancy fees, rates for all other essential positions (supervisors, enumerators, etc.), travel and accommodation, and other logistical support necessary for the assignment
Requisites
- The consultant must have the qualifications specified below:
- A bachelor’s degree in economics, statistics, agronomy, agricultural economics, social sciences or a closely related field is typically required. A master's degree is an advantage
- A minimum of three years of proven work experience in M&E systems, including data collection, analysis, and reporting
- Experience in conducting similar surveys, including the review and validation of data collection tools for household surveys, key informants and focus group discussions
- Proven experience in use of SPSS, Excel, STATA, Atlas.ti or any other data analysis software
- Experience in the agricultural sector, with specific knowledge of agricultural markets or value chains in Mozambique or a similar context
