CODE is recruiting an Evaluative Learning Consultant (m/f), to be based in Maputo, Mozambique – with frequent travels.
Description
  • Better Education through Teacher Training and Empowerment for Results (BETTER) project is a seven-year, Global Affairs Canada and CODE co-funded project to support pre-service teacher training in Mozambique. Implemented by CODE and its Mozambican partner Associação Progresso (Progresso) beginning in July 2015, the ultimate goal of BETTER is to improve the quality of education for primary students by improving the quality of teacher education at four Teacher Training Institutes (IFPs) in Cabo Delgado, Tete, Niassa and Maputo provinces
  • CODE is looking for an Evaluative Learning Consultant with extensive experience in education assessment to support the BETTER project. The consultant will work under the leadership of the Manager of Evaluative Learning in Ottawa, Canada and in collaboration with the CODE Project Manager, local Representative and Progresso staff. The consultant will support the monitoring and assessment of outcome project data and will be based in Maputo, Mozambique with travels to Cabo Delgado, Tete, Niassa and Maputo province, as needed

Duties
  • The consultant will work closely with CODE HQ Manager of Evaluative Learning, to identify/develop tools and processes for collecting outcome data on the BETTER project. This individual will specifically:
  • Provide quality control for the collection, analysis and reporting of indicator data
  • Work with local partners to submit program reports on a quarterly (and as required) basis
  • Monitor and evaluate progress towards meeting project and annual work plan objectives and expected outputs and outcomes
  • Support the preparation of outcome narrative reports (quarterly, semi-annual or annual) for GAC and other donors
  • Lead assessment and research activities, as required, at the community level to gather information and analysis on progress including on gender Contribute to the updates and development of results-based tools that comply with CODE’s policies in collaboration with volunteers, consultants, local partners and stakeholders
  • Work with BETTER’s local partner and participate and facilitate meetings with government and other counterparts to assess progress and to recommend required action/interventions to achieve results
Requisites
  • Commitment to CODE’s values and vision and have a passion for what we do
  • Minimum of a Bachelor in education, social sciences or another relevant discipline
  • At least 10 years of relevant work experience in assessing social change programs in developing countries
  • Demonstrated research experience and skills, complemented by experience in collaborating with varying types of partners
  • Familiarity with digital data collection tools, apps and programs an asset
  • Extensive knowledge in collaboration, learning, and adapting concepts for education projects
  • Previous experience with gender equality promotion in Mozambique
  • Exceptional communications and presentation skills, fluency in both English and Portuguese
  • Strong teamwork and effective cross-cultural interpersonal skills
  • Experience working with/through partners in development programs
  • Willingness and ability to travel (up to 30% of the time)
