DAI is recruiting an Engineering Advisor (m/f), to be based in Pemba, Mozambique.
Description
  • DAI Global, LLC is implementing the Mozambique Community Resilience Program (MCRP), an USAID/OTI funded program, in Cabo Delgado. Escalating instability in northern Mozambique along with community and local government’s inability to manage and mitigate the increase in violence are threatening regional stability and private sector investment in the province. MCRP supports a range of activities in Cabo Delgado focused on social and economic development, conflict mitigation, and preventing/countering violent extremism (P/CVE). The goal of MCRP is to empower communities in northern Mozambique to be more capable of managing conflict by deepening their understanding of Violence and Extremism (VE) threats demonstrating approaches to strengthening community conflict management capacity
  • The Engineering Advisor will provide technical support and guide MCRP through the engineering design and construction process, including: supporting the procurement of design and construction services; advising on the conduction of environmental reviews of planned construction; and providing oversight through design and implementation phases
Duties
  • Manage and oversee the execution of the design subcontract, including:
  • Follow quality assurance protocols and ensure that they are followed during the technical design phase, including design reviews and any client reviews
  • Ensure that designs and technical specifications are compliant with all local regulations, permitting, environmental, contractual, legal and other statutory or regulatory requirements, as well as any local or national zoning laws, building codes, or international codes
  • Ensure that an independent design review is completed
  • Ensure to the maximum extent possible and practical, that designs include all relevant environmental considerations and mitigation measures
  • Ensure that an independent, realistic cost estimate for construction is developed prior to the release of the solicitation for construction services
  • Advise on tendering for construction, including:
  • Advise on compiling technical tender packages, including design, plans/drawings, technical specifications, BOQ, environmental mitigation requirements, and all technical and contractual details
  • Coordinate with design firm to answer bidder’s technical questions during tendering
  • Provide technical review of bids and participate in bid evaluation committees
  • Advise on managing and overseeing the design, construction and closeout phases, paying attention to:
  • Compliance with USAID environmental standards in the design and execution of works related to infrastructure projects
  • Ensuring all contracted firms understand USAID construction requirements & regulations, so that all designs and construction comply
  • Ensure selected firms are applying recognized civil engineering standards acceptable to USAID during the design and construction of these projects
Requisites
  • Advanced university degree in Civil or Structural Engineering, Architecture or other relevant technical area
  • Minimum 3-5 years of professional experience at national and/or international levels in the relevant field of civil engineering, especially in construction of similar projects
  • Experience in working in complex environments and large infrastructure and/or civil works
  • Previous USAID or other humanitarian experience preferred
  • Fluency in English and Portuguese
