CONTACT is recruiting an Emergency Response Coordinator, to be based in Pemba, Mozambique.
Duties
- Reporting to the Managers, the fisheries project supervisor will be responsible for: to know, respect and ensure compliance with the company's code of conduct; to inspire safety commitment in client and all contractors and subcontractors teams via deep knowledge of HSE and leadership by example; to provide positive ER leadership and promote the adoption of ER best practice ensuring compliance with TEPMA1 policy and Mozambique emergency response, health and safety legislation; to act as the emergency response coordinator during emergency response incidents, exercises and drills; the formulation, development and implementation of TEPMA1 ER systems and associated documentation
- To review contractors documentation against TEPMA1 standards and provide required interface; to provide ongoing monitoring of the effectiveness of ER plans, procedures and standards and identify opportunities for improvement; to develop activity plans and progress monitoring for activities related to ER maintenance and assurance; to maintain orientating induction and training material to provide staff with details of their roles and responsibilities for emergency preparedness; to maintain records of ER related trainings and competency of personnel likely to be tasked with ER duties; to collate and organize information that may be required during an emergency to ensure its availability if required during an exercise or actual incident
- To maintain and distribute ER duty rota to relevant TEPMA1 personnel; to facilitate and participate in ER audits, inspections and investigations; to ensure post incident reviews are carried out to ensure identification of opportunities for continual improve to systems, process and practices are taken; to develop and deliver training and exercises for the emergency response teams; to participate in risk assessment process as and when required; to support the CM/ER Manager in sustaining and improving business continuity/incident management plans
- To ensure operational readiness of all TEPMA1 emergency response equipment; promptly notify the TEPMA1 CEM Manager in Maputo of emergency response incidents in line with TEPMA1 procedures, where appropriate be involved in incident investigations; to provide TEPMA1 management with on-site assurance against all contractor ER activities; always give feedback to contractor’s supervisor on both positive and negative observations before leaving the work area
- To ensure ER support for all TEPMA1 aviation activities; to ensure safety assurance at the site helipads/airstrip and during air operations; to operationally oversee TEPMA1, emergency response firefighting teams, including the day to day management of fire team activities; to continually evaluate the firefighting strategy to reflect changes in facilities and capability
Requisites
- University degree in a relevant area for the job
- To be trained in ICS 200 or GOC 3, is required
- Minimum of 05 years of previous professional experience
- Strong English written and verbal communication skills, is required
- Fluency in Portuguese or French is advantageous
- Strong ability to learn how to manage Emergency situation
- Ability to manage contractor’s compliance with applicable requirements
- Ability to work in fast paced environments with autonomy
- Ability to communicate to and engage with stakeholder
- Demonstrated ability to work effectively in cross-cultural situations and with cross-discipline professionals (construction project)
