Development Program Specialist – Budget

US Embassy is recruiting a Development Program Specialist - Budget, to be based in Maputo, Mozambique.

Duties
  • The incumbent serves as Development Program Specialist (Budget) in the Integrated Health Office (IHO) reporting to the Operations Divisions’ Chief
  • He/she provides a variety of support to the IHO team in financial and budgetary areas, including the development of annual budgets, monitors budget execution and reports to upper management on the state of budget
  • The incumbent provides professional advice/guidance to technical team members to ensure that funds allocated to the implementing partners are in accordance with the approved budget
  • Developing and maintaining an adequate system of internal control that allow for the sound monitoring of budget including changes and re-programming; developing and maintaining automated tracking funding obligations to partners throughout the Strategy
  • Particularly, the Development Program Specialist will be more focused on the Non-PEPFAR funds within the IHO portfolio (Malaria (PMI), Maternal-Neonatal-Child Health (MNCH), Tuberculosis (TB), Reproductive Health/Family Planning (RP\\FP), Nutrition and Water and Sanitation)
  • However, the incumbent also need to be familiar with PEPFAR activities and funds
Requisites
  • University (Bachelor’s) Degree in one of the following or related disciplines is required: Management, Accounting, Economics or Finance
  • Five to seven years of progressively responsible, professional-level experience in program planning, Accounting, Financial Management, or closely related work that included the analysis and interpretation of complex data, and the presentation of findings in written form
  • Two years of this experience should have been with US Government, other donor agencies, host-government organizations, or private sector institutions – in an English-language work environment
  • Level IV English and Portuguese ability (fluency) is required
  • Excellent communication skills both written and verbal reflecting ability to analyze and report clearly and concisely
  • Job Knowledge: In-depth professional level knowledge and understanding of accounting principles, theories, practices, and terminology, as well as the principles and accepted practices of governmental and business financial accounting, budgeting and reporting is required
  • A sound knowledge of good program management is also required
  • Must also have a thorough knowledge of appropriation and allotment accounting and budgeting procedures, as used in maintaining, reconciling, balancing, and closing complex accounts
  • Good working knowledge of Mozambique\'s economic, political, social and cultural characteristics and of the history of development assistance activities in Mozambique
