Description
  • GAIN Mozambique is currently recruiting a Deputy Country Director (DCD) to oversee financial, human resources, communications, security and administrative/logistical operations
  • The Deputy Country Director will own the operational aspects of the Mozambique business plan, ensuring effective and efficient adherence to, and tracking of business plan operational, HR and financial objectives in order to support the strategic vision of the country programme
  • S/He will provide strategic and effective day-to-day management of Operations; while overseeing performance of organizational systems and ensuring partnership building on operational issues. The DCD will advise the Country Director (CD) and Mozambique Management Committee (MMC) on operational issues affecting country programme delivery and overall operations
  • S/He will identify approaches and modalities to achieve management targets and increased cost-effectiveness; while promoting regular internal and external communication with the aim to share knowledge and learning and an active participation in the success of the country programme
  • The DCD oversees security management, health and safety for GAIN staff within the country. In the event where the Country Director is absent, the DCD takes up the responsibilities of the CD
Duties
Strategic Leadership
  • Support the planning and monitor the implementation of the country business plan, including the annual review and annexed agendas to support the vision set out in the country strategy
  • As part of GAIN’s country office leadership team contribute to strategic discussions to support organizational effectiveness and development
  • Prepare and implement policies, to enhance the smooth running of the programmes and operations.
  • Support managers in all aspects of finance, administrative, human resource and logistics management
Financial and Operations Management
  • Oversees systems and business processes for finance, contracts, facilities and IT that are integrated and aligned with organizational guidelines and requirements
  • Support the operations and programmes teams to ensure the efficient and proper use of funds, supporting the team in the development and management of the country program and grant level budgets
  • Support the operations and programmes teams to ensure compliance with donor monitoring, spending and legal requirements
  • Support the finance, operations and admin teams to ensure country office policies, procedures, guidelines and risk registers are in place, updated and disseminated and that systems are in place for the prevention and detection of possible fraud
  • Support the development of a proposed annual budget and ensure the timely submission of financial reports, which accurately reflect the financial condition of the country office
Programme Management
  • Assist the Country Director with the operational areas in identification and design of future projects
  • Assist the programmes teams with the operational area of donor reports and proposals
  • Provide operational support to project managers to ensure high quality implementation of programmes
People & Organizational Development
  • Assist the CD in providing overall leadership to GAIN staff, coach, mentor and motivate team members and ensure team synergy, including leading the senior direct reports
  • Line manage a number of senior direct reports including supporting work plan development and performance management
  • Support the CD in ensuring all staff within the Country Office uphold GAIN Values and Code of Conduct, including the development of and support to a culture & work environment that reflects GAIN’s values
  • Foster a collegial, transparent, supportive and respectful culture within the country team
  • Assist the CD in organizing the schedule for regular internal team meetings for managers through a consultative leadership style and a transparent, honest and supportive communication structure, develop and build an effective team
  • Along with the CD, responsible for the development and implementation of the human resource strategy in line with organizational goals and within the country social and legal regulations
  • Oversees the operational management of human resources, working closely with the HR officer and other senior managers to provide an approach to human resource management that meets the needs of GAIN in Mozambique
  • Oversee and guide the HR officer during the the recruitment and selection process of the country office providing support and advice to recruiting managers as and when needed and ensure the process complies with organisational HR guidelines and good practice
  • Ensure all HR policies and practices are fit for purpose and are updated as necessary to ensure they support the development of the desired culture in line with good practice
  • Staff capacity building and development including the development of effective and appropriate approaches to talent management and succession planning
  • Supervision of the payroll management
  • Understanding of and commitment to adhere to Equality, Diversity and Inclusion including the safeguarding vulnerable populations, as well as staff health and wellbeing principles
Security Management
  • Lead the preparation, regular updating and implementation of the security plan with the security committee in line with GAIN’s security policy and procedure. Ensure the development of security plans and protocols for base and project locations
  • Ensure staff members and visitors receive briefings and on-going training in security-related topics
  • Oversee and monitor staff adherence to security protocols, including security incident reports
  • Assist the Country Director in managing security incidents, as required
Internal controls and governance support
  • Lead on the design and drafting of a country operational handbook
  • Supervision and review of the implementation of country office administrative and financial procedures as outlined in the handbook
  • Ensure all in-country legal requirements are met including tax, HR, registration, insurance, work permits, etc.
  • Contribution to the development of internal controls
  • Focal point for internal and external audits
  • Responsible for the implementation of audit recommendation
  • Provide and contribute to policy setting, guidelines and decision making for the country office working in close collaboration with the CD and other senior staff
Logistics and General Administration
  • Supervision of the operational support to programmes (procurement, fleet, equipment, office premises, information systems)
  • Responsible for compliance with donors’ rules on purchases
  • In charge of the link with tax, social and any other administrative body in charge of regulations applicable to the country office
Requisites
  • The Deputy Country Director reports to the Country Director
  • Line manages the Finance, Administrative, HR and Communications teams
  • The Deputy Country Director works closely with: - The MMC in country - With all staff in the country office - Subject matter experts and staff across GAIN functions. - Fellow Deputy Country Directors and staff in GAIN country and rep offices globally to share knowledge, best practice and take advantage of synergies across countries and regions and ensure open lines of internal and external communication. - Government, Suppliers, Partners, Donors, NGOs, Private Sector, Academia and others

  • Able to oversee multiple tasks, prioritizing and delegating as required. Work well under pressure to meet deadlines
  • Advanced planning, assessment and analytical skills. Advanced leadership and management skills
  • Good understanding of key trends in operational areas of international and humanitarian development
  • Leadership and management experience in a multi-cultural environment at international level in the private sector or with development organizations
  • Extensive experience in operational management in international development or humanitarian sector
  • Excellent understanding and experience of risk, programme, financial and operational management
  • Strong experience in areas of HR and labour laws
  • Experience in dealing with donors and government officials
  • Demonstrated success in building and managing multi-disciplinary teams Education
  • Master’s Degree in a relevant subject such as Management/Business Administration or in a relevant technical subject. Or the equivalent of 5 years’ experience
  • Fluent in written and verbal English
  • Proficiency in Portuguese desirable
  • A willingness and ability to travel in-country and overseas as and when required
