Chemonics is recruiting a Deputy Chief of Party (m/f), to be based in Maputo, Mozambique.
Description
  • Chemonics seeks a deputy chief of party for the anticipated $15 million USAID-funded Adapting and Modifying Optimized Sample Transport Routes for Achieving Impact (AMOSTRA) activity based in Maputo, Mozambique. The project aims to provide an effective and efficient transportation system for laboratory specimens including viral load (VL) for HIV patients on antiretroviral therapy (ART), HIV Early Infant Diagnosis (EID) and Tuberculosis (TB) specimens. AMOSTRA will expand access to viral load monitoring, EID and TB testing by competitively engaging transporters, including both private sector and community-level transporters, to operate a cost- effective specimen referral system
  • The deputy chief of party (DCOP), in coordination with the chief of party (COP), will provide overall strategic leadership and oversight to the activity’s operations. The DCOP will support the chief of party for all strategic and policy matters related to implementation of project workplan activities, represent the chief of party in his absence and keep close coordination and liaison with the Home Office, USAID Mission, all public and private sector stakeholders, development partners and donors for project technical matters as per the project workplan. Duties
  • Develop and implement streamlined strategies and organizational structures to capitalize on best practices to ensure cost efficiencies and increased productivity of project teams
  • Serve as a member of the senior management team to oversee operational and financial implementation and facilitate timely completion of activities and deliverables to ensure alignment with the project's work plan and budget
  • Command of USAID-funded program management, procurement and subcontracting, policies, and procedures
  • Manage the project budget and prepare financial reports for submission to USAID
  • Ensure all funds expended and procurement processes are compliant with USG regulations and policies
  • Provide supervision to project finance and operations staff to ensure project financial and operational processes are effective and compliant
  • Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award
  • Foster, maintain, and grow collaborative, productive, and effective relationships with both public and private sectors stakeholders
  • Assist the COP to periodically evaluate project progress against the work plan and budget, identify issues and risks related to timely implementation, and undertake appropriate interventions to meet work-plan objectives and client requests
  • Serve as the acting chief of party in the absence of the chief of party
Requisites
  • Master's degree or higher in Business Administration, Finance, Economics, or a related field, and a minimum of 7 years of experience in project management or a Bachelors’ degree with 9 years of experience
  • Minimum of 5 years of experience working with USG supported projects and knowledge of financial rules and regulations at a senior level
  • Experience and knowledge in fiscally managing all aspects of at least one large multi-million US dollar USG funded contract or agreement of at least $10 million US dollars
  • Strong writing and organizational skills for reporting on activity results
  • Demonstrated team player with strong financial management and demonstration of professional accomplishments
  • Demonstrated capacity to support and supervise staff
  • Excellent interpersonal, written, and communication skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Portuguese and English is required
