  • ADRA is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID funded program focused on resiliency in Mozambique. The project aims to increase resilience of smallholder farmers and rural households in selected districts of Zambezia and Nampula provinces. The DCOP shall support the Chief of Party (COP) in overall technical management and oversight of the activity, including having substantial involvement regarding technical management and oversight for specific components of the program as well as management of additional areas of prime responsibility (e.g., reporting, financial, administrative management), as assigned by the Recipient. In the absence of the COP, on a temporary basis, the DCOP assumes responsibilities for coordinating agreement management and implementation tasks, liaises with USAID/Mozambique on technical matters, and responds to the USAID AOR and USAID/Mozambique’s Assistance Officer. The DCOP must have specialized experience in agriculture, resilience, community development and/or economic growth sectors, and will provide programmatic oversight to ensure effective inclusion of cross-cutting concerns (climate resilience, gender and youth mainstreaming, and ICT applications to enhance and accelerate outcomes). It is preferred that this position be encumbered by a Mozambican professional if possible
Duties
  • In collaboration with the Chief of Party, provide strategic oversight and leadership for the project’s technical work through an integrated vision, continuous improvement of quality, and innovation in food security activities
  • Develop and manage systems that ensure cohesion, integration, and collaboration across food security technical focus areas, creating synergy and multiplier effects across and between sectors
  • Ensure that overall technical implementation quality remains consistent and of high quality among all sub-awardees/sub-contractors and implementation locations in the project
  • Lead the development of practice guides, manuals and other technical resources to ensure the quality of food and nutrition security interventions in collaboration with governmental and other technical partners
  • Ensure technical interventions are integrated, layered and sequenced appropriately at all levels of implementation within the project and across food security programming in the project’s geographic areas
  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Lead to ensure that M&E and learning feedback loops are being properly fed into and utilized by the technical field staff
  • Plan and coordinate food security activities in the field in collaboration with staff, technical partners, and key stakeholders
  • Develop and maintain strong, collaborative working relationships with local government, donors, partners, and other key stakeholders
  • Develop and maintain a safe environment that encourages the sharing of problems, ideas, and solutions, and efficiently and effectively adapt approaches to appropriately respond to feedback while respecting and prioritizing the needs of communities, especially the most vulnerable
  • Perform other duties as assigned
Requisites
  • A Bachelor’s degree or higher in a relevant field including agriculture, food systems, rural development, agri-business, market systems development, labor market, environmental sciences/management, climate/adaptation, and/or livelihoods economics
  • Highly experienced in a broad spectrum of Resilience and Agriculture technical focus areas, including (but not limited to) inputs and outputs markets, disaster risk reduction, natural resource management, and climate risk management; agriculture, livestock, livelihoods,; water, sanitation, and hygiene (WASH); and health and nutrition, as well as cross-cutting factors that affect food and nutritional security.
  • Demonstrated ability developing, rolling out, and ensuring quality control for technically rigorous systems for effective integration and collaboration across these focus areas, sub-awardees/sub-contractors, and multiple geographic locations as part of complex programming
  • Excellent managerial and operational experience, preferably in managing donor projects involving coordination multiple implementing partners in Mozambique or the region
  • Minimum 5 years of experience working with donor-supported projects and knowledge of financial rules and regulations
  • Proven leadership skills directly developing, leading, mentoring, and motivating diverse and talented technical teams that work effectively and collaboratively to enhance food security outcomes
  • Strong interpersonal skills with the ability to engage, network with, and build consensus among a wide range of stakeholders, including senior government officials, NGOs (local and international), community leaders, representatives of civil society, the private sector and US Government partners
  • Demonstrated capacity to lead the collection, analysis, and utilization of information to continuously identify opportunities to improve project performance towards food security outcomes; inform project management decision-making and implement improvement measures; and ensure follow-through on prior recommendations
  • Knowledge and familiarity with USAID/FFP funding
  • Strong communication skills, written and oral proficiency in English and Portuguese.
  • Preferred:
  • Experience with both development and emergency food security activities
  • Experience managing sub-contractors and sub-awardees
  • Knowledge or understanding of social, economic, cultural and political context in Mozambique
  • Direct experience in Mozambique, particularly in Nacala Corridor and Zambezi Valley
