Helen Keller International is recruiting a Country Director (m/f), to be based in Maputo, Mozambique.
Description
  • HKI has been operating in Mozambique since 1997 with programs focusing on Vitamin A supplementation (VAS), food fortification, nutrition-sensitive agriculture (including the promotion of orange-fleshed sweet potato (OFSP), and control of Neglected Tropical Diseases (NTDs)
  • Currently, HKI-Mozambique provides technical assistance to the Ministry of Health, in collaboration with UNICEF, to integrate VAS delivery to children aged 6-59 months as part of routine health services. HKI also implements, in collaboration with Save the Children, a community-based nutrition-specific and nutrition-sensitive agriculture interventions to increase the adoption of healthy behaviors and home production and consumption of micronutrient-rich foods in Tete province
  • HKI country office is in Maputo, with a project office in Tete and technical staff working from Government of Mozambique provincial offices in Manica, Nampula, Sofala, Tete, and Zambezia
  • The Country Director (CD) has overall responsibility for the HKI mission. S/he is responsible for achieving program and management objectives of the country office portfolio. The CD is responsible for representing HKI in the development community and with the Government of Mozambique. S/he takes the lead in securing funding for new activities in Mozambique. The CD is responsible for developing and implementing strategic and annual plans to further the HKI’s mission in Mozambique. S/he collaborates with the Country Office, Regional Office and US Offices technical experts and managers to design programs, develop proposals, supervise implementation and reporting. The CD oversees financial and grants management operations, safety and security, and human resource management. This position is based in Maputo with in-country travel required. The CD reports to the Regional Director for East, South and Central Africa (based in Dakar) and works closely with other staff members at HKI’s Africa regional office and headquarters
Duties
Overall Management and Leadership
  • Provide strategic vision and direction for overall program design and proposal development; program implementation and reporting; grant management; financial planning; and human resource planning and management; work closely with the country team to accomplish the strategic goals
  • Manage financial resources and provide oversight for grants
  • Manage direct reports including the support of their ongoing professional development
  • Implement and lead periodically update HKI-Mozambique strategic plan
  • Generate funding from international and bilateral agencies, donor agencies, corporations, and individuals in collaboration with national, regional, and headquarters staff in alignment with the country office’s strategic plan
  • Represent HKI in formal and informal meetings with government officials, international donor agencies, and national technical advisory groups pertinent to HKI project activities
Programmatic
  • Provide technical input to the Government, donors, and technical advisory groups pertinent to HKI project activities. Oversee research design, dissemination of information gathered and advocacy to advance programmatic and policy changes
  • Oversee and coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building local capacity
  • Ensure the implementation of strong program monitoring, evaluation, and learning
  • Ensure the timely preparation and submission of accurate and complete project deliverables that comply with grant or contract agreements and ensure compliance with HKI minimum program standards
  • Keep the internal and external key stakeholders informed about the progress of the projects
Financial and Administrative
  • Provide oversight to finance and administrative services including procurement, property management, human resources management, vehicle and facilities management, and staff safety and security
  • Work with HKI regional office and headquarters to manage the development and implementation of the annual country operating budget
  • Ensure the preparation of timely, complete, and accurate financial reports that comply with grant agreements and ensure compliance with all aspects of donor funding and HKI policies
  • Oversee and authorize expenditures for the grant or contract disbursement and ensure compliance with procedures required by grant or contract agreements
  • Oversee HKI/Mozambique staff in compliance with HKI HR policies and procedures, as well as lead initiatives to develop staff capacity
Requisites
  • Minimum seven years’ experience in a senior management position--Demonstrated ability to lead and manage staff and other administrative and financial activities
  • Minimum ten years of field experience in international public health or nutrition programs including experience in program development, management, implementation, and evaluation. It is a plus a minimum master’s degree in public health, nutrition or related field, or equivalent combination of education and experience
  • Experience in management of large and complex programs
  • Experience in, or willingness to learn about, nutrition is necessary
  • Experience working with Government, international and local NGOs, and donors
  • Demonstrated ability to undertake high-level representation and advocacy
  • Demonstrated capacity to mobilize program funding including donor cultivation and grants writing
  • Excellent interpersonal skills, including an ability to effectively lead a team, communicate a vision, make timely and transparent decisions, and manage conflict
  • Demonstrated ability to develop and create budgets and monitor financial status
  • Excellent oral and written English and Portuguese language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications
  • Knowledge and experience managing compliance with a range of donors (Irish Aid, USAID, DFID, GAC, EU, etc.)
  • Well established and practiced organizational and planning skills
  • Computer literacy, including use of Microsoft Office
  • Experience with staff security and safety issues is desirable
