Description

  • Key objective of this consultancy is to conduct a landscape assessment of current programmatic engagements in and around adolescent health and nutrition to identify UNICEF-specific and wider partnership opportunities to advance programmatic initiatives toward the fulfilment of the Sustainable Development Goals
  • Within this potentially space, the scope is proposed to focus with three specific sub-objectives/themes:
  • Identify concrete opportunities to reduce preventable child mortality through improved and/or differentiated care for adolescent health and nutrition services
  • Identify concrete and emerging programmatic opportunities for UNICEF and the UN more widely to contribute to improve adolescent well-being
  • Highlight missing linkages between UNICEF and the UN more widely multi-sectoral programming that may better contribute improved adolescent health and nutrition outcomes
  • Methodology and Technical Approach through:
  • Inception report/plan of action
  • Compilation/inventory of data, strategies/evidence, programme initiatives
  • Development of summary report with key recommendations
  • The Consultant will be supervised by the Chief, Health and Nutrition
  • During the inception phase and draft report, a contact group of adolescent health and nutrition experts would be convened including: MNCH Specialist, Child Survival and Development Specialist, Nutrition Specialist, IYCF Specialist, HIV Specialists (2), Adolescent Development Specialist, C4D Specialist, Education, and Child Protection Specialist, Gender Specialist. Additional a representative from UNFPA will join this group. From this group additional consultations both within UNICEF and outside would be identified and facilitated. Key contacts include representatives from UNFPA, WHO, Ministry of Health and the National AIDS Counsel
  • The work is expected to require 45 working days, starting in April. The work may be completed in a flex-work/part-time type arrangement over a period of three months, provided Maputo-based for adequate consultation
  • The aim to complete the work by end June for use in a wider UNICEF country programme mid-term review in October 2018. It is anticipated that the consultant would contribute during the MTR by presenting the work and co-facilitating one session in the MTR
Duties
  • Desk review. Conduct a literature search, focusing on the specific programmatic options for adolescent health and nutrition, review existing guidance/literature globally and specific to Mozambique. Review UNICEF existing documentation on country programme strategy (health, nutrition, and adolescents and social norms in particular), UN Joint Programmes on Health and Sexual and Reproductive Health, and specific technical and programmatic documentation to be identified during the inception period
  • Consultations. Engage UNICEF sections and technical experts to better understand areas of intervention that directly target adolescent health and nutrition and identified linkages. In addition, consult with UN sister agencies, UNFPA, WHO, and UN Women, the Ministry of Health, and other civil society actors involved in adolescent health and nutrition. If deemed essential, field travel will be supported to contact key stakeholders or better understand a complex programmatic initiative
  • Analytical Review. Compile and analyse available data provided from the desk review making connections between trends and emerging opportunities in health systems and programmatic partnerships
  • Draft Report. Based on first round of consultations and document review, prepare draft report and recommendations for key stakeholders in UNICEF and UNFPA. Initial feedback will be provided to enrich the document and highlight any anticipated gaps to be addressed
  • Prepare Final report/PPT. Based on the initial feedback incorporate feedback and close gaps to prepare the final report, 15-20 pages, without Annexes, in English. Additional documentation, including the electronic inventory and a powerpoint presentation would complete the final documentation package
Deliverables expected:
  • Deliverable 1: first week - Inception Report (including timeline, key stakeholders and documents for consultation)
  • Payment: 15%
  • Deliverable 2: within 2-3 months - Draft Report. (including full draft, summary narrative and initial recommendations)
  • Payment: 50%
  • Deliverable 3: within 2 weeks of feedback - Final report/recommendations and PPT (including inventory of documentation)
  • Payment: 35%
Requisites
  • To qualify as an advocate for every child you will have:
  • At least a Masters degree in health sciences, public health or related discipline
  • At least 10 years of relevant work experience in public health, with demonstrated experience/expertise in adolescent health and/or nutrition strongly preferred
  • Experience/knowledge of Mozambique health system and stakeholders desirable
  • Excellent communication skills both verbal and written
  • Excellent skills in developing and cultivating a network for learning
  • Strong skills on describing and formulating strategies and programmes Fluent in written and spoke English
  • Ability to read and communicate verbally in Portuguese
