Johns Hopkins University is recruiting a Consultancy of Gender Action Plan (m/f), to be based in Maputo, Mozambique.
Description
  • Fighting Malaria with Social and Behavior Change in Mozambique (FMSBC) is a five-year USAID funded project with the joint goals of a) increasing the adoption and maintenance of key malaria prevention and treatment behaviors; and b) improving malaria social and behavior change capacity (design, implementation, and monitoring) by key malaria stakeholders including the Ministry of Health. FMSBC is focused in Nampula, Zambezia, Manica, and Cabo Delgado provinces. Key malaria behaviors of focus for FMSBC community activities include:
  • Correct and consistent use and care of insecticide-treated nets
  • Prompt and appropriate care-seeking for fever among young children
  • Early and regular antenatal care attendance
  • Acceptance of intermittent preventive treatment in pregnancy (IPTp), when offered; and
  • Acceptance of indoor residual spraying, when offered
  • Each of these behaviors, and indeed health in general, is impacted by gender dynamics. Thus, in order to ensure that FMSBC activities are designed, implemented, monitored and evaluated appropriately, CCP intends to hire a national consultant to develop a comprehensive gender action plan
  • The consultant will work with the technical support the CCP field office team, under close coordination with the FMSBC project technical director, and will be responsible for pursuing the objectives and tasks outlined below:
Objective and Approach
  • The overall objective of this consultancy is to support CCP in development of the gender action plan for the FMSBC project
  • The document will be informed by the findings of the Gender Analysis and will further be informed by internationally established best practices on mainstreaming gender in public health programs
Scope of Work and Deliverables
  • The selected consultant will be responsible for the following activities that can largely be described as preparation, implementation, and reporting
Preparation
  • Propose the consultancy work plan that incorporates the FMSBC team’s feedback and describes when and how the consultant will draft and finalize the Gender Action plan
Implementation
  • Review and analyze findings of the Gender Analysis conducted for the FMSBC project
  • Hold and participate in consultation meetings, discussions as required
  • Collect, process and analyze additional inputs from the FMSBC team and other stakeholders
  • Develop FMSBC draft gender action plan and validate it with relevant stakeholders including CCP headquarters and USAID
  • Send updates of gender action plan at least once per week. If there is a scheduled call with the FMSBC team, please send progress updates at least 24 hours in advance of the weekly meeting
  • Develop and present final version of FMSBC gender action plan
Reporting
  • Provide a report in English for FMSBC review within 12 days of the start date, describing all implemented activities. The report should include (attached) a narrative plan and a budgeted GAANT chart with timeline
Deliverables
  • Deliverables to be submitted by Consultant for review and approval by FMSBC include:
  • Based on the analysis of the desk review and outcomes of the consultation meetings, first draft of CSB’s gender equality strategy and action plan developed and submitted to UN Women (8 working days) – by December 05, 2022
  • In line with the feedback received from CCP and USAID, FMSBC’s gender action plan revised and submitted to CCP (2 working days) – by December 10, 2022
