Compensation Agreements Coordinator

CONTACT is recruiting a Compensation Agreements Coordinator, to be based in Pemba, Mozambique.
Duties
  • Reporting to the Data and Compensation Supervisor and the Land Access Programs Manager, the main activities of the Compensation Agreements Coordinator are to: be responsible for ensuring compensation agreements and all compensation-related documentation is kept up to date, checked for consistency and completeness, appropriately stored and managed and for conducting necessary pre-audit and controls to support formal internal audits
  • Receive the executed compensation agreements and related documentation (e.g., proof of payments, household head replacement documentation, land handover documentation, etc.) and check for consistency and completeness; oversee contract file maintenance to ensure that copies of final, fully executed contracts, proofs of payment, in-kind delivery certificates and any related correspondence are systematically filed, updated, uploaded into the project’s data systems and closed out; conduct necessary documentation pre-audit to support formal internal audits on compensation payments; support ensuring compliance with the documentation requirements of the compensation process, from asset survey to compensation delivery and closure
  • Advise the Data and Compensation Supervisor of any inconsistencies on individual compensation processes; keep the project team updated on new documents archived and how to access them; coordinate the delivery of physical and digital documents of the land access process between the project and implementing partners; support other priority activities, when necessary, such as (agreement signing, holding field meetings, land and asset survey, etc.); ability to develop scope of work and manage projects and budgets
  • Coordinate with local authorities and stakeholders to facilitate resettlement processes; provide support and guidance to affected individuals and communities; ensure compliance with legal and regulatory requirements; prepare reports and documentation related to resettlement activities; to interface with various internal and external stakeholders including, communities and social Affairs Team, Finance Team, Monitoring and Evaluation Team, Implementation Partners and community leadership
  • Conduct necessary pre-audit controls to support formal internal audits on compensation payments; observe the safety, health, environmental and social aspects of the execution of the implementing partners’ scopes of work; seek to help them improve their performance through intervention
Requisites
  • University degree in relevant area, including rural development, economics and statistics
  • Minimum of five (5) years of experience in implementing resettlement-related activities, with focus on compensation program delivery
  • Knowledgeable about the resettlement processes that leads to signing compensation agreements and compensation delivery
  • Fluency in Portuguese and English (written and spoken) required
  • Proven ability to multitask, work independently, manage significant workload and competing demands whilst meeting deadlines
  • Ability to develop and maintain good relations with stakeholders particularly other team members, implementation partners and local communities
  • Excellent analytical skills, detail-oriented and rigorous
