  • GIZ Mozambique is recruiting one Communication Advisor (m/f) for programm PEPE (Promoção da Educação Profissional e Emprego) based in Maputo, Mozambique
  • The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the implementation of the programmes “Pro Educação” and “Labour Market Orientation of National TVET and Employment Policies – PEPE,” co-financed by the Norwegian Government and the European Union
  • To strengthen internal and external communication, knowledge management and team processes of the programmes, and to contribute to the visibility and strategic positioning of the Thematic Area Education and TVET, we are looking for a Communication and Knowledge Management Advisor. The advisor will support both internal and external communication, facilitate knowledge sharing, and promote collaboration across programmes and with partners
  • The advisor is responsible for supporting the coordination and implementation of communication and internal knowledge management processes across the programmes and the broader Education and TVET portfolio. The role includes close collaboration with internal teams, external service providers, and national and international stakeholders to ensure coherent visibility, high-quality communication products, and knowledge continuity
Duties
Coordination of Communication and Visibility Activities
  • Coordinates the implementation of a joint communication concept of the programmes in alignment with GIZ standards, donor and partner expectations
  • Manages the collaboration with an external communication firm and service providers, including briefing, coordination, supervision of timeline and outputs, and quality control
  • Supports the development of communication strategies and plans in close consultation with programme staff and partners, and monitors their implementation to ensure consistency and impact
  • Ensures alignment of communication products with the corporate identity and visibility guidelines of GIZ and its commissioning parties (e.g. BMZ, EU, Norad)
  • Oversees the planning and timely production of communication and visibility products, including social media content, factsheets, videos, and success stories
Knowledge Management and Internal Communication
  • Supports internal communication and knowledge-sharing processes across the programmes and teams
  • Coordinates the collection, structuring and dissemination of relevant information to inform programme planning, implementation, and reporting
  • Supports the development of internal documentation formats and strategies (e.g. team posts, emails, briefs, templates for knowledge capture)
  • Contributes to ensuring knowledge continuity within the teams and between project phases
Event Support and Partner Engagement
  • Supports the organisation of communication-relevant workshops and trainings, public events and internal team meetings
  • Prepares communication materials for events, including speaking points, presentations, branding elements and press releases (in English and Portuguese)
  • Maintains working relationships with key communication focal points within the GIZ Country Office, BMZ, KfW, EU, Government Partners and other stakeholders
  • Acts as the main contact person for the communication unit at GIZ headquarters regarding approval of materials, formats, and use of GIZ branding
Advisory and Support Functions
  • Provides guidance to programme staff on the planning and design of communication and knowledge products
  • Ensures that programme results and approaches are communicated in a way that is accessible, target group-specific, and aligned with the programmes’ strategic objectives
  • Advises on how to maximise the impact and outreach of programme content, particularly towards Mozambican stakeholders and the international development community
  • Supports the programme management team with cross-cutting organisational tasks and internal team coordination when required
Requisites
  • University degree in communication, public relations, Political Science or public administration, marketing or a related field
  • Fluency in Portuguese; very good command of spoken and written English
  • Proven ability to work in an international team, strong teamwork skills
  • Excellent communication skills
  • Firm command of digital working methods and instruments (MS Office, Teams) and proficiency in design software (Adobe InDesign or similar)
  • Minimum of 3 years of relevant professional experience in communication, public relations, or knowledge management – ideally in the context of international cooperation or the private sector
  • Proven track record of implementing integrated communication strategies and products and coordinating contracts with external service providers
  • At least 3 years of practical experience working in Mozambique, with a strong understanding of the local context
  • Familiarity with development cooperation actors and thematic areas, particularly education, vocational education and training (TVET), and employment promotion
  • Good conceptual and editorial skills, with the ability to translate complex topics into accessible, audience-appropriate formats – both written and verbal
  • knowledge of German and/or local Mozambican languages is an advantage
  • Good knowledge of digital communication tools and social media platforms; experience with social media campaigns and basic graphic editing (e.g. photo preparation) is a plus
  • Strong motivation, creativity, adaptability and a proactive, learning-oriented attitude
  • High level of personal responsibility, reliability, and integrity; ability to deliver results under pressure and manage competing priorities
  • Willingness to travel within Mozambique as needed
  • Strong interpersonal skills and the ability to work well in an international, interdisciplinary team
  • Experience in project management, including planning, implementation, and reporting
  • Willingness to successfully complete necessary further training to ensure project success
