Climate Change Advisor

ICMA provides technical assistance to local governments in emerging democracies, helping them to develop professional practices and ethical, transparent governments. ICMA performs a wide range of grant and contract funded work both in the U.S. and globally, supported by federal government agencies, foundations, and corporations.

ICMA is expressing interest in a Climate Change Advisor, for a USAID funded program in Mozambique. The Coastal City Adaptation Program (CCAP), is a five-year program is designed to increase urban coastal resiliency to climate change by incorporating climate change into urban planning processes and undertaking adaptive measures in response to capacity building activities, performance-based incentives and public advocacy in targeted municipalities.

The Climate Change Advisor will have the ability to work in vulnerable communities to envision and implement solutions to adopting climate change resilience measures.

Requisites
  • Master’s Degree in Urban Planning, natural Resources Management, Environmental Studies, Civil Engineering, or Public Administration or a Bachelor’s degree with 5 additional years of experience
  • At least 5 years of relevant work experience on issues related to climate risk, vulnerability reduction and capacity development
  • Background in partnership building will be an essential requirement
  • Experience in policy analysis, development work in the area of climate change and related issues
  • Familiarity with and contributions to high-level policy dialogues and advisory functions involving high-level government counterparts and other stake-holders
  • Thorough knowledge and understanding of the global debate on climate change and experience in multilateral environmental debates and dialogues and processes
  • Experience in advising on climate change adaptation and energy policy development a major asset
  • Proven experience and knowledge of the country institutional framework and policies of Climate Change is an asset
  • Experience in development planning is a major asset
  • Fluency in Portuguese is mandatory
  • Fluency in English
