Chemonics is recruiting a Chief of Party (m/f), to be based in Maputo, Mozambique.
Description
  • Chemonics seeks a chief of party for the anticipated $15 million USAID-funded Adapting and Modifying Optimized Sample Transport Routes for Achieving Impact (AMOSTRA) activity based in Maputo, Mozambique. The project aims to provide an effective and efficient transportation system for laboratory specimens including viral load (VL) for HIV patients on antiretroviral therapy (ART), HIV Early Infant Diagnosis (EID) and Tuberculosis (TB) specimens. AMOSTRA will expand access to viral load monitoring, EID and TB testing by competitively engaging transporters, including both private sector and community-level transporters, to operate a cost-effective specimen referral system
  • The chief of party (COP) will bear primary responsibility for the overall technical and managerial requirements of program performance and will be responsible for the overall management and implementation of the project. They will supervise project implementation and ensure that the project meets stated goals and reporting requirements. They will also have principal responsibility for representation of the project to USAID. The COP will maintain effective communication with USAID, the Chemonics home office, key public and private partners in Mozambique, and other donors and cooperating agencies. This position is contingent upon successful award. We are seeking individuals who have a passion for making a difference in the lives of people around the world
Duties
  • Provide overall strategic leadership, oversight, and technical direction to large logistics project activities and staff, creating and implementing a strategic, long-term programmatic vision in collaboration with others
  • Manage the development of technical strategies and work plans and monitor programmatic performance, identifying issues and risks related to project implementation in a timely manner and ensuring appropriate program adjustments
  • Serve as primary liaison to USAID, the Government of Republic of Mozambique (GRM), implementing partners, supply chain actors, and the private sector
  • Engage and collaborate with relevant local stakeholders like the GRM to build the capacity and sustainability of an effective laboratory specimen transportation system
  • Manage office operations in adherence with policies and procedures in project management, including HR management, procurement, finance, and administration
  • Ensure team staffing and performance are aligned with goals to achieve project results and strategically identify capacity gaps and arrange for appropriate training of project staff
  • Oversee work planning and budgeting, performance management, and strategic communications
  • Ensure the submission of timely, high-quality deliverables
Requisites
  • Master's degree or higher in Business Administration, Supply Chain, Public Health, or related field
  • Minimum of 10 years of experience in logistics, laboratory, or public health in low income countries
  • Minimum of 8 years of experience in developing activity work plans, budgets, and managing implementation
  • Demonstrated team player with visionary leadership and demonstration of professional accomplishments
  • Excellent managerial and operational experience, preferably in managing large logistics projects involving coordination with multiple partners or institutions in Mozambique or the region and in managing donor projects
  • Excellent interpersonal, written, and communication skills
  • Demonstrated capacity to liaise and negotiate with key stakeholders in Government and other organizations
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Portuguese and English is required
