Chief of Party, Last Mile Supply Chain

VillageReach is recruiting a Chief of Party for a Last Mile Supply Chain Project, to be based in Mozambique.

Summary
  • VillageReach has received a solicitation from USAID to submit an application for a Last Mile Supply Chain Project that will cover 4 - 5 provinces in Mozambique, starting in Zambezia province. The project goal is to improve the availability of medical commodities, including lab samples, at the site level where needed for testing and treatment to enable the achievement of USAID and Ministry of Health (MISAU) goals. It aims to do this by establishing a functional and bi-directional supply chain system for medical commodities and creating effective and efficient transportation systems. The project is expected to last for 5 years and is expected to start in the 1st quarter of 2018. VillageReach is looking to fill the Chief of Party position for this project.
Description
  • Responsible for the vision, strategic direction, and management of the project in order to achieve the objectives and expected outcomes.
  • Lead overall planning, implementation, monitoring, and management of the performance of the project, including management of any sub-partners.
  • Supervise project team, including both project operations staff and technical staff.
  • Manage relationships with key national and provincial stakeholders including USAID, CDC, CMAM, DPS, and USG clinical partners.
  • Work in collaboration with VillageReach leadership to ensure VillageReach core competencies, experience, and organizational values are incorporated into program design, execution, and results..

Supervisory Responsibilities
  • Supervise project staff in Maputo and in the provinces. Supervisors are expected to carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Education & Experience
  • A Master’s degree in public health, supply chain management, or related degree with at least 8 years of senior-level management experience in managing large and complex projects or a Bachelor’s degree in public health, supply chain management, or related degree, with at least 10 years of experience in managing large, complex projects
  • A track record of measurable success, managing high-paced and challenging programs
  • Experience managing a USAID, PEPFAR or other US government funded program is highly desirable
  • Demonstrated strong leadership, communications, and interpersonal skills
  • Demonstrated capacity to liaise and negotiate with key stakeholders in Government and other organizations
  • Demonstrated ability to perform at a senior policy level
  • Demonstrated ability in both technical and operational program leadership
  • Demonstrated ability to lead, guide, and supervise teams of similar size with a similar scope of work
Other Qualifications
  • Fluency English; strong oral and written communication skills in Portuguese strongly preferred.
