PSI is recruiting a Chief of Party, to be based in Maputo, Mozambique.
Description
  • PSI seeks a Chief of Party to lead an anticipated 1.5 million 2-year USAID-funded project in Mozambique, under the Momentum Private Healthcare Delivery (MPHD) mechanism. This project will support the Government of Mozambique in its efforts to strengthen existing private sector providers so as to expand private sector primary healthcare service delivery packages. The project will expand service provision within point of care to better serve a growing customer base. It will also nurture public and private partnerships, to stimulate and crowd-in resources for a robust mixed health system in Mozambique. MPHD will build capacity in private clinics and pharmacies by fostering connections and shared learning between the public and private sector
Duties
  • Responsible for leading successful project implementation throughout the project lifecycle from start-up to close-out
  • Accountable for delivery of all aspects of the projects, including technical implementation, financial and administrative compliance and oversight and supervision of project staff
  • Work in close collaboration with the HSS, Programs Operations, SBC and Evidence departments at PSI Mozambique, to deliver with the highest standards of excellence
  • Have an open channel with the MPHD core team and with the SRH Global Services
  • Oversee the project management, including M&E, finances, and compliance
  • Lead internal and external program planning and reporting, including annual work planning
  • Lead the design of solutions that are made to last and to work within the private sector for health in Mozambique
  • Lead the regular use of qualitative insights, program data and research to identify gaps, and make adaptations and scale-up where possible
  • Ensure collaboration with the HSS department and coordination with other private sector initiatives within and outside of PSI
  • Ensure thought leadership and rigorous knowledge management to facilitate the creation of global goods in private sector engagement that are adaptable to different context within and outside Mozambique
  • Develop, manage and coordinate a team that includes members from different departments and/or based in different part of the country, including HSS, Programs Operations, SBC and Evidence
  • Facilitate senior-level dialogue with the national and sub-national governments, donors, and partners, to ensure that insights about the private sector engagement are elevated to influence policy
  • Serve as the main point of contact for the donor and the MPHD core team
Requisites
  • Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent
  • At least 10 years related work experience in public health or related field including 5 years people management experience
  • At least 5 years demonstrated experience of successful program management in MNCH and SRH, including management of complex, multi-activity projects
  • A significant focus on private sector health engaged is preferred
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels
  • Ability to manage agreements and all required programmatic and financial reporting requirements
  • Ability to monitor and assess performance of self, other individuals, and/or organizations to make improvements or take corrective action
  • Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans
  • Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles
  • Ability to persuade and motivate people and teams
  • Experience working with government entities and staff to strengthen the health system
  • Strong written and oral communication skills
  • Portuguese and English required
