  • Job purpose: The role will lead on positioning WaterAid to secure significant multi-year funding from a diverse portfolio of institutional and private donors, often through consortia working. Given the donor-declining and climate-vulnerable context in Mozambique, the role must ensure strong strategic positioning that reflects the real funding and operational conditions of the country
  • In addition, the role will incorporate new and emerging funding models, with expectations that the BDM will mobilise resources through blended finance, public–private partnerships, climate finance, and corporate partnerships including African foundations, allowing WaterAid Mozambique to move beyond traditional donors whose portfolios are increasingly shrinking in the country
  • The role will involve strengthening donor intelligence, developing new strategic partnerships, and positioning WaterAid’s work in our key thematic areas (Health and Climate Change). It will also focus on coordinating proposal development and review processes in line with WaterAid’s internal procedures, while leveraging support and funding from WaterAid affiliate member offices. The post holder will work closely with colleagues managing donor-funded projects to promote an enabling environment within the country programme, ensuring effective fund management and compliance with donor contractual requirements
  • Team description: The Business Development Manager in WaterAid Mozambique reports directly to the Country Director and works across teams to support positioning for funding opportunities that enable the delivery of WaterAid Mozambique’s multi-annual strategic plan. Of particular importance will be supporting the identification and cultivation of potential partners working in complementary sectors such as WASH, health, education, climate change, and agriculture/livelihoods
Duties
Partner engagement (40%)
  • Lead the development and implementation of the Business Development strategy working with WAM SMT
  • Maintain up-to-date intelligence on donors and the funding landscape in-country as well as globally
  • Work closely with the Country Director and other senior staff to cultivate relationships with donor delegations and representatives of strategic/consortium partners in Mozambique
  • Lead WaterAid’s strategic positioning within multi-agency consortia, ensuring the organisation is recognised as a technical leader in WASH, Health and Climate
  • Influence donor agendas and funding priorities by providing high-level technical and contextual insights aligned with national and global WASH–Climate–Health priorities
  • Work closely with fundraising teams from other WaterAid member offices (UK, USA, Canada, Sweden, Japan) to identify potential sources of funding for projects in Mozambique
  • Coordinate visits for high-value donors and other strategic partners when required
  • Work with relevant colleagues to produce communications to support partnership development, including capacity statements and digital content
  • Manage and maintain a register of contacts for donors and strategic partners
  • Strengthen and cultivate partnerships with local CSOs and government institutions, ensuring their effective integration into consortium models and proposals in line with localisation standards
Opportunity management (40%)
  • Manage and maintain a system for tracking potential in-country funding opportunities. Work closely with colleagues in WaterAid member offices to track global opportunities with potential relevance to WaterAid’s work in Mozambique
  • Ensure qualified funding opportunities are recorded on WaterAid’s Restricted Income System (RIS) and manage RIS entries as opportunities progress through different stages in line with internal processes
  • Coordinate the analysis of funding opportunities and support senior colleagues to make Go/No-Go decisions
  • Coordinate funding application and proposal development processes, drawing on internal technical capacity within the country, region, and across the federation as appropriate, including partners
  • Ensure that key programmatic and operational standards are integrated in all projects/programmes developed by the CP
  • Facilitate robust review of funding applications as required, involving relevant Country, Regional and HQ teams
  • Lead complex negotiations to secure favourable positioning within consortia and ensure roles, responsibilities and budgets reflect WaterAid’s strategic strengths
  • Work with the Head of Finance to ensure bids are fully costed and flag any under-recovery to management before bid budgets are signed off for submission
  • Apply strong financial sustainability principles, including cost recovery mechanisms, fiduciary and co-financing risk analysis, and budget optimization; particularly relevant in Mozambique’s low-resource environment
  • Identify and assess risks associated with co-financing and contribute to strategies for securing complementary financing from the region and WaterAid member offices
  • Lead on negotiation with donors on contractual terms and conditions to optimize cost recovery and ensure alignment with organisational objectives
  • Coordinate approval and sign-off of bids in line with WaterAid’s internal processes
Post-award support (10%)
  • Coordinate contracting processes for funds secured in country, including review and negotiation of terms and conditions
  • Support contracting processes for funds originating from WaterAid member offices as required
  • Maintain records relating to secured contracts on WaterAid’s Restricted Income System (RIS)
  • Work with contract holders (primarily Programmes/Policy teams), Finance, and implementing partners to launch new donor-funded projects and ensure they understand contractual requirements, can comply with them, and identify any gaps/support needs to be addressed
  • Oversee internal systems for effective oversight and tracking of contracts, ensuring that high-quality donor reports are produced within contractually agreed timeframes
  • Support SMT to effectively manage risks associated with donor funding, as well as identifying, communicating and addressing any gaps/support needs
Learning and development (10%)
  • Facilitate and provide capacity-building trainings for relevant staff on fundraising processes, donor intelligence, and opportunity analysis, including external professional development opportunities
  • Conduct analysis and generate reports from programme systems (WAPS) on fundraising implementation to inform decision-making and learning
  • Promote a culture of learning and sharing good practice on fundraising within the country programme and across the WaterAid federation
  • Regularly update SMT, the region, and the International Funding and Partnership Department (IPD) on funding and partnership development, providing specific insights and strategic advice as required
  • Support localisation by building the fundraising and compliance capacity of national partners to strengthen their role and performance in joint proposals and projects
  • Support the Country Director and SMT in effectively identifying and managing internal and external risks associated with funding
Requisites
  • An advanced degree in international development or other related discipline with relevant experience gained through formal employment
  • Minimum of ten (10) years of relevant work experience with at least five (5) years at a senior level with responsibility for business development/resource mobilization in a similar organization
  • Strong experience of soliciting funds and supporting contractual compliance with key multilateral and bilateral donors including GIZ, GAC, World Bank, Adaptation Fund, USGov, FCDO, EC, Sida etc.
  • Experience soliciting funds with non-institutional donors including philanthropies, trusts, corporates, individual givers, and crowd funding
  • Experience of working in consortia to secure and manage donor funding
  • Excellent written and oral communication skills, including excellent report writing skills, and the ability to communicate information and ideas effectively
  • Experience coordinating bids including internal bid review and sign off processes
  • Strong numerical ability
  • Experience in contract review and negotiation processes
  • Experience managing contract inception, donor compliance monitoring and reporting
  • Excellent inter-personal and networking skills with experience of developing and cultivating effective network of business development contacts and relationships
  • Ability to multi-task in a fast-paced working environment and effectively plan, prioritize and co-ordinate work of self and other colleagues
  • Ability to ‘manage without authority’ and influence others to achieve results and deliver on time
  • Excellent attention to detail and ability to produce high quality and accurate information and documentation
  • Fluency in written and spoken English. Knowledge of and/or willingness to learn Portuguese
  • Commitment to WaterAid’s values and a working style that reflects these
  • Desirable skills:
  • Functional proficiency in written and spoken Portuguese is required, given its critical importance for effective government engagement, partner coordination, contract negotiation, advocacy, and consortium leadership within Mozambique’s institutional landscape
  • Experience securing and managing commercial and/or results-based contracts
  • Existing network of contacts within institutional, corporate and philanthropic donors as well as other strategic partners
  • Experience developing and reviewing donor-specific results frameworks, technical narratives, and budgets
