  • Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified Business Development Expert Consultant candidates for the Water, Sanitation and Hygiene Finance (WASH-FIN) Mozambique program
  • WASH-FIN is a five-year program financed by the United States Agency for International Development (USAID) implemented as a task order under the Making Cities Work Indefinite Delivery Indefinite Quantity (IDIQ) contract, implemented by Tetra Tech (‘ARD Inc.’ in Mozambique). Its primary objectives are to close financing gaps to achieve universal access to water and sanitation and to increase the potential to reach additional beneficiaries at scale in priority countries
  • The Business Development Expert is to provide a pilot business development capacity building services to a limited number of Mozambican private water providers (FPAs) to enable them to increase their operational efficiency, thereby enabling them to expand to reach more people with improved, reliable and sustainable water supply services. The role of the business development expert will be of providing guidance primary to junior consultant and in some cases to the FPAs through the implementation of the assignment period
  • The assignment implementation is divided in two main phases: phase 1 - will comprise detailed and complete assessment of assessment of each FPA technical and financial management conditions regarding to technical engineering aspects, technical adequacy of the water supply schemes, technical management, maintenance, financial management, costs management, organizational structures, and customers services, with expected duration of 4 moths; and phase II - design and implementation of customized capacity building program for each FPA, including its evaluation in an expected period of 12 months
Duties
Phase 1
  • Undertake final selection of 30 FPAs to be targeted by the initial assessment from the initial total number of 60 FPAs pre-selected by WASH-FIN in coordination with the National Directorate of Water Supply and Sanitation (DNAAS) and the Association of Private Water Providers (AFORAMO), according to criteria already prepare by WASH-FIN
  • Revise existing relevant sector legislation, reports and studies related to FPAs formalization, business requirements and regulation standards and trends as reference to the capacity building in business development
  • Consult with key stakeholders, including but not limited to: DNAAS, AURA, FIPAG, AIAS, AFORAMO, SPEED+, solar power energy for water systems suppliers, and local authorities, where applicable, on aspects relevant to FPAs business development capacity building
  • Provide technical guidance to the junior consultants throughout the assessment of FPAs in areas of interest for efficiency enhancement and business development. The technical and financial/commercial assessments are expected to cover the following components: namely: technical and engineering, technical management, maintenance, financial management, organizational structures, customer service, and energy efficiency
  • Perform a detailed review of each draft and final financial management assessment prepared by the Junior Consultants assigned to the Senior Consultant and package final assessments to be provided to FPAs and saved for final project record
  • Undertake bi-weekly progress review meetings with junior consultants, beneficiary FPAs, and the WASH-FIN team as required to review progress, identify challenges and address them and undertake planning exercise for the following period
  • Prepare monthly progress review reports, addressing advances made during the ended month, including challenges faced and the respective strategies to overcome them; and
  • Using content prepared by the junior consultants, prepare a report on assessment of FPAs at the end of assessment stage, including their ranking to graduate or not to the following stage (actual business development capacity building)
Phase 2 (subject to successfully assessment of phase 1)
  • Review sector regulation, reports and other relevant documents to ensure that capacity building plans are designed evolving sector expectations for performance and incorporate efforts to facilitate FPAs’ ability to meet expectations likely to be formalized into regulation
  • Prepare detailed capacity building plans customized for each graduating FPA covering all technical, financial management and business strategic development aspects found necessary at the FPAs assessment stage: technical engineering; systems technical adequacy; technical management; maintenance; financial management; costs management, including energy efficiency; organizational structure assessment, and customer service. Each Capacity Building Plan shall include a milestone schedule of the assistance to be provided and against which progress may be measured
  • Provide technical guidance to the junior consultants, FPAs and WASH-FIN team to review progress, identify challenges and address them and undertake planning exercise for the following period; and
  • Design and host a well-structured workshop to facilitate discussions with key-stakeholders (such as DNAAS, AURA, AFORAMO, participant FPAs, and licensing local authorities), to evaluate the capacity building program, including the preparation of a detailed agenda, PowerPoint presentations to form the content of each session, and any other preparations required. Additionally, prepare a post-workshop report summarizing the discussion held and recommended next steps
  • Prepare monthly progress review reports, addressing advances made during the ended month, including challenges faced and the respective strategies to overcome them; and
  • Prepare final report on the business development capacity building customized plans design
Requisites
  • Master’s degree in business, economics, engineering or other relevant field
  • Minimum of ten years of professional experience in private sector or public sector business management
  • Experience in one or more of the following: small and medium enterprises management; business plans development and implementation; capacity building programs design and implementation; technical management and financial management; and business efficiency improvement
  • Knowledge of infrastructure development and finance (public and private), preferably in water and sanitation sector. Specific knowledge of public-private partnership structuring and implementation is an advantage
  • Strong analytical skills, with the ability to write well-structured technical reports, Scopes of Work and to perform critical reviews of technical deliverables
  • Strong skills in Microsoft Excel
  • Experience working with donor-funded projects and with different partners
  • Ability to undertake and/or manage multiple ongoing activities simultaneously
  • Ability to work effectively in multi-cultural and multi-ethnic environment; and
  • Professional-level command of Portuguese and English languages (spoken and written)
