Fisheries Livelihoods Coordinator

CONTACT is recruiting a Fisheries Livelihoods Coordinator, to be based in Pemba, Mozambique.
Duties
  • Under the guidance of the Livelihoods Supervisor, The Fisheries Livelihoods Coordinator will be responsible for the delivery of the fisheries livelihood commitments to support reestablishment and development of livelihoods of project-affected persons and host communities
  • The main activities of the function are to prepare new and update existing SOWs for contracting of Implementation Partners (IP) for the various fisheries livelihood programs committed under the resettlement plan
  • Lead the coaching, upskilling and mentoring of the fisheries officers, including implementation partners
  • Review and provide inputs to the implementation partners’ execution strategies, plans and procedures and monitor how successfully they are being executed
  • Assess fisheries livelihood implementation partners’ performance and how to most effectively implement their work scope and schedule
  • Track fulfillment of fisheries livelihood obligations and advise the livelihood supervisor of adaptive implementation management required
  • Assist with the oversight of the mid-term and completion performance reviews for fisheries livelihood restoration activities
  • Conduct random field visits to monitor fisheries program implementation
  • Participate in meetings with government, communities and households, as required
Requisites
  • University degree in relevant area, including rural development, agronomy, agricultural economics
  • Minimum of five (5) years of experience in engaging communities and implementation of fisheries livelihood programs
  • Experience in managing schedule and budgets, large teams and IP performance monitoring and evaluation
  • Knowledgeable about the land access and resettlement processes that leads to displacement and livelihood re-establishment and development program delivery
  • Fluency in Portuguese and English (written and spoken) required
  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs
  • Excellent analytical skills and detail oriented with competence in report writing
  • Negotiation and conflict management skills
