Designed and implemented stakeholder communication plans, facilitated steering committee meetings and client forums, and managed the mobilization and allocation of resources across 12 implementing partners. Oversaw establishing and monitoring KPIs, delivering regular performance dashboards to senior management. Applied change control procedures and risk mitigation strategies, and conducted internal audits to ensure full compliance with project governance standards. Technical & Operational Oversight: Collaborated in the procurement process, partner selection, and implementation for projects including oxygen plant installations in five hospitals and infrastructure improvements on the R698 road (investment: $5.5M), plus refurbishment of Zimpeto Pharmaceutical Warehouse Offices ($400K). Managed a wide portfolio of assets, in Mozambique, on behalf of GRIT Real Estate Income Group. Was responsible for the performance of the portfolio, operations, leasing, debtors, collections, and FM services contracted. Managed the general operations of a total of 9 assets, comprising 91,692.00 square meters of different facilities valued at $312.10Million US Dollars, including high standard corporate residential, commercial, warehouses and grade A+ offices, let to blue chip companies generating income, on behalf of the ultimate owner – GRIT – a Real Estate Income Group listed at London, SA and Mauritius stock exchange. Luis managed tenants VS landlord relations daily by responding and attending tenants needs and ensuring a first-class service is delivered. Managed various lease agreements while evaluating and stablishing market trends to support annual revision on the portfolio performance and, accommodate changes and improvements as needed to expand networks of possibilities and engage new tenants. Negotiated new lease’s T&C’s and managed legal process for new leases and led a team of 10 professionals working on operations, leasing, collections and debtors’ control while managing a number of service providers and several service and maintenance agreements across the country reporting to country General Manager and to the head office at Mauritius.

Led the country projects and maintenance team on developing, designing, budgeting, implementing, supervising and cost controlling of new projects, refurbishments and maintenance. Developed the Mozambique Standard Bank’s new interior and exterior architecture image standards, which after approval by Marketing and Commercial Departments was and still is implemented in several branches both new and refurbished. Designed, planned, and directed the construction of Standard Bank’s Nacala, Pemba, and Tete new branches; Designed, planned, and directed the refurbishment of Standard Bank’s Baixa (Maputo), Ponto Final, Zimpeto, Quelimane, Matola and Nampula Cash Centre branches; Designed, planned and directed the construction of the new “Stand Alone” remote Standard Bank’s ATM’s buildings; As member of the Standard Bank’s MOZ PROJECTS TEAM (including, architects, engineers, IT, commercial, marketing and procurement representatives) participated on the evaluation of tender documents; Approval of technical and financial proposals; Submitted the same proposals for the procurement committee and was also part of the onsite construction supervision team;

Construction Project Manager for Africa

Maná International Administration

Member of the Maná’ Africa Project Management Team, together with a team of engineers from Portugal, an architect from Angola and a Project Manager from Brazil, Led and developed projects for Mozambique, Angola, Cabo Verde, São Tomé, Portugal and Brazil. Designed, planned, and directed the construction of headquarters of Maná Mozambique Administration and the main church, housing, and offices building at Alto Maé. Designed and supervised the construction of the first phase of the Mana International Headquarters in Portugal - Tojal area (auditorium for 2,500 people, TV and radio stations, offices, housing, roads, shops, restaurants and landscaping). Luis was involved in the design and implementation, in Portugal (with very good results), of a low-cost, efficient, light structure construction methodology implemented in the construction of the regional headquarters offices of Maná in all African countries as needed.

BOM - Opportunity International Mozambique

Managed the expansion program of BOM that resulted in the construction and set up for operation of seven new branches along the country: Nampula, Nacala, Dondo, Chimoio, Vila Manica, Mocuba and Tete. Directed, designed, planned and supervised the refurbishment and construction of the branches as per the expansion program given and within the budget with registered savings; Managed and coordinated the setup of the all bank branches in terms of equipment, furniture, security and all necessary legal procedures to start the branches in those specific areas; Coordinated the tender for the construction of the branches, coordinated the selection and with the legal department administered contracts and approved pay applications;

Went from Junior to Senior Architect working on several projects from small houses to large and complex multidisciplinary projects. Designed and supervised the refurbishment works in a house located at Sommerschield area; Produced design and construction documents for several projects including housing, offices, institutional, urban, landscape and real estate projects. Produced design proposal and coordinate bidding documents for a twelve square hectares housing, commercial and offices condominium for TDM at Sommerschield neighborhood - Maputo. Designed, coordinated and supervised implementation and construction the first quarter of a total of twenty-five houses in a private condominium in Ponta-do-Ouro – Golden Beach seaside lodge.
