
Senior budget specialist for the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Mozambique and Maputo Leadership Academy Graduate. Lead the budget formulation (which exceeds $400 million per anum), execute and track of obligations and outlays of all PEPFAR-funded activities in Mozambique. Primary liaison between the Office of the Global AIDS Coordinator (OGAC) and PEPFAR Mozambique interagency team on budget matters. Ensure compliance with OGAC budget requirements and oversee USG agency Operational Plan Update reprogramming exercises and reports. Report to the Govt of Mozambique and other multilateral stakeholders in a transparent manner including the UNAIDS and the National Council for the Fight Against AIDS (CNCS) collaboration data collection process, the National AIDS Spending Assessment (NASA), 2017 to 2019 and the Inquérito dos Fundos Externos (IFE) for MISAU, 2019 – 2021 and 2023 – 2026. Strengths in finance, budgeting, human resource management and management and operations, including the direct supervision of the Executive Assistant and local intern positions. Oversee program operations, manage and monitor the PEPFAR Coordination Office’s (PCO) budget ($3.2 million per anum) and expenditures, and ensure adherence to the approved budget.
