CONTACT is recruiting a Lead Contracts Engineer Field Operations (FOPS) and Logistics, to be based in Maputo, Mozambique.
Duties
- Reporting to the C&P Manager and the C&P Site Operations Manager, the Lead Contracts Engineer Field Operations (FOPS) and Logistics’ main responsibilities include to:
- Introduce contracts practices and/or procedures for the establishment of contractual documents, in cooperation with the partners entities; supervise and train contract engineers through field training;
- Help manage the workload, the assignments and competences update of his/her team of contract engineers and contract administrators;
- To keep informed or best practices in contracts procedures in other entities for improvement of contracts practices in TEPMA1;
- To ensure that all insurance issues of company assets and personnel are dealt with;
- Use frame agreements signed by shareholders;
- Ensure that the activities are carried out in compliance with company policies and procedures, relevant laws and regulations, and good industry practices;
- To prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information in order to perform market studies;
- To liaise with the relevant packages manager(s) to ensure that relevant technical aspects are adequately incorporated into the tender process;
- To supervise the creation of CFT package, including commercial documents;
- To participate in terms & conditions and commercial bid complex analysis and negotiations to ensure that a clear definition of responsibilities is developed;
- To assume a leading role in RTAs evaluations and in managing contract committees’ strategy and award validation;
- To intervene in the settlement of claims and lawsuits, in relation with the juridical, insurance, finance and TEPMA1 management by proposing strategies and actions and participating to the negotiations;
- To ensure project team are kept up to date with tender progress, obtain any necessary attendance at meetings and obtain all necessary approvals;
- To ensure monitoring of on-going contracts status, participate in contract renewal and amendments discussions;
- Review supplier performance;
- Verify that company’s contractual policies and applicable laws and regulations are adhered to, especially related to ethic and transparency;
- Verify that purchasing, contracts and procedures comply with the standards of the company and the agreements with the partners;
- Take the necessary measures to avert immediate threat of danger., exercising caution as necessary to avoid danger to persons and installations;
- Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans.
Requisites
- Diploma in a relevant area for the job;
- Intermediate level in Contracting and Procurement Technical Competencies is required;
- A C&P tools advanced certification is required;
- Between 06 to 10 years' of experience (Minimum of 05 years in the technical contracts domain) with exposure on Operations and Logistics;
- Fluency in English language (written and spoken);
- Advanced Management and Human Relations skills;
- Abilities in Problem Solving and Planning / Organizing / Coordinating / Controlling;
- General knowledge and understanding of commercial, legal and insurance issues affecting the company in general;
- Customer support and result-oriented, good negotiation skills;
- Good communication, organizational skills;
- Capabilities to take workload & work under pressure;
- Able to work in a multicultural and cross-functional environment;
- Living in the local area of the job will be an advantage.
