A Heading está a recrutar um Grants Officer, para Maputo, em Moçambique.
Funções
- Ensure operational coherence and alignment of grant activities with the project’s technical priorities and expected results
- Ensure day-to-day operational follow-up of grant implementation across the three grant streams, with a focus on delivery, timelines and results
- Act as primary liaison between the PMU, Civil Society Organisation (CSOs) and international Non-Governmental Organisations (iNGOs) involved in grants implementation
- Support the organisation and operational coordination of evaluation, selection and contracting processes for grant recipients, ensuring transparency and adherence to Expertise France and European Union guidelines
- Monitor progress & performance of grant beneficiaries by reviewing technical and financial reports, identifying risks and proposing corrective actions where necessary
- Facilitate regular communication, reporting and feedbacks mechanisms between the PMU, grantees and partners to ensure alignment on objectives and deliverables
- Work in close coordination with the Finance & Administration Manager and Accountant to ensure timely processing of payments linked to grant implementation
- Ensure that disbursements align with the approved budget and contractual milestones or deliverables
- Identify and monitor key risks associated with each grant type, including implementation delays, operational constraints and partner capacity
- Pay particular attention to high-value and high-risk grants (notably large-scale iNGO grants under Output 2), ensuring close follow-up of implementation, delivery and timelines
- Ensure regular follow-up of grantees through reporting, meetings and field missions where relevant
- Contribute to the definition and tracking of performance indicators in coordination with the M&E Officer
- Support corrective actions and escalation when needed
- Review grants agreements and contracts thoroughly to ensure all conditions and deliverables are understood and followed by both parties
- Monitor adherence to timelines, milestones and reporting requirements specified in grant contract
- Support audit preparation and respond to audit queries
Requisitos
- Bachelor’s degree in project management, development studies, environmental management, or related field
- Minimum of 3 to 5 years’ experience in project and/or grants management, preferably in environmental, conservation or development projects
- Experience working with CSOs, NGOS and international partners in projects settings
- Good knowledge of the European Union procedures, including project management, and reporting requirement
- Proficiency in MS Office tools (Excel, Word, Teams) for operational tracking and coordination
- Integrity, transparency, and attention to details
