Heading is recruiting a Procurement Officer, to be based in Maputo, Mozambique.
Duties
- The Procurement Officer will report to the Finance & Administration Manager and will be responsible for the planning, implementation and monitoring of procurement processes under SWIOP 3 and SWIOP 1.2, in compliance with Expertise France and European Union rules and procedures. They will have the following key responsibilities:
- Support the preparation and update of procurement plans in coordination with technical teams
- Lead and manage procurement procedures (services, supplies and works), from launch to contract signature
- Prepare tender dossiers, including terms of reference, technical specifications and evaluation grids
- Ensure timely implementation of procurement activities in line with project workplans
- Organize and manage tender processes, including publication, clarification, evaluation and contract award
- Ensure transparency, traceability and compliance of all procurement procedures
- Draft and manage contracts and amendments in coordination with the F&A Manager and HQ
- Maintain proper procurement documentation and filing for audit purposes
- Ensure full compliance with EF internal rules and procurement procedures
- Provide guidance to technical teams on procurement processes and constraints
- Coordinate closely with the Finance & Administration team and HQ on validation steps
- Identify risks related to procurement delays or non-compliance and propose mitigation measures
- Contribute to ensuring the eligibility of expenditures related to procurement processes, in line with EU rules and contractual requirements
- Support the preparation and organisation of internal and external audits, including the provision of procurement documentation and responses to audit queries, in coordination with the Accountant and the F&A Manager
- Work in close coordination with the Logistics Officer for procurement related to missions and events
- Coordinate with the Grant Officer on procurement aspects embedded in grant-funded activities, where relevant
- Ensure consistency and complementarity across procurement activities within the PMU
- Support, on an ad hoc basis, the coordination of shared office arrangements in Maputo with other Expertise France projects, including the Cultiv’Arte project (e.g. service providers, common services, coordination with other teams)
Requisites
- Bachelor’s degree in in procurement, law, business administration or related field
- Minimum of 3 to 5 years of experience in procurement or contract management, preferably in international cooperation projects
- Successful experience of working in a multidisciplinary project team
- An experience of working on EU-funded project would be appreciated
- Excellent knowledge of financial software (ATLAS, SAP, SAGE, CIEL, TOMPRO, etc.) and MS Office
- Strong knowledge of public procurement procedures, including project financial management, procurement, and reporting requirement
- Knowledge of funding mechanisms (public procurement, grants, contracts) and international cooperation tools, particularly those of the European Union
- Strong organisational skills and ability to manage multiple procurement processes simultaneously
- Attention to detail and ability to ensure compliance and traceability
- Ability to coordinate with technical teams and translate operational needs into procurement processes
- Integrity, transparency, and attention to details
- Fluency in English and Portuguese (both spoken and written) is mandatory
- Proficiency in French is highly desirable
