- GIZ is recruiting for the Global Partnership for Education (GPE), one Adviser in Public Financial Management (m/f) based in Maputo
- Project Description: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialised development areas, from education to health, from governance and public finance management to agriculture, from social development to social protection and gender equality etc.
- In 2023, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding. In February 2024, GIZ was selected as GPE Grant Agent in Mozambique
- GPE is a major international fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education
- In its role as GPE Grant Agent, GIZ is requested to assist the Mozambican government, more specifically the Ministry of Education and Culture (MEC), in the implementation of the System Capacity Grant (SCG) (3,3M USD), the System Transformation Grant (STG) (107M USD), and the Girls’ Education Accelerator (GEA) (10M USD)
- The Expert in Public Financial Management will be part of the GIZ GPE Grant Agency team. S/He will integrate the Capacity Development team and be part of a sub-team responsible for analysing and assessing Public Financial Management (PFM) processes and functions within Mozambique's education sector. This includes identifying capacity development needs and designing and implementing capacity development interventions for PFM, advising on improving financial reporting and service delivery as well as on integrating planning, monitoring and budget aspects. The sub-team will also support the coordination of results-based financing approaches and will liaise with sub-team providing Fiduciary Oversight for the FASE (Fundo de Apoio ao Sector da Educação) basket fund
Duties
- The Expert in Public Financial Management will be responsible, among other things, for:
- Strengthening the link between PFM and Service Delivery
- Conduct analysis and assessment of PFM processes and functions in the education sector at central and decentralized levels
- Evaluate risks associated with PFM functionalities, processes and capacities
- Identify Capacity Development needs with regards to PFM within the education sector and develop strategies and recommendations for Capacity Development interventions tailored to address gaps and risks
- Work to establish a link between planning and budgeting processes and instruments
- Strengthen the programme-based budgeting mechanisms
- Participate in the PFM Working group and the Institutional Development Working group of the Ministry of Education and Culture and partners of FASE
- Plan and support coordination of results-based financing approaches to incentivize the achievement of reform objectives
- Liaise with the M&E experts in the team to develop pathways to assess and measure efficiency and effectiveness of interventions, programmes and policies
- Support capturing key insights, lessons learnt, best practices and challenges encountered in PFM and budget support/fund management approaches for stakeholders in Mozambique, GPE and GIZ
Requisites
- Master’s degree in economics, finance, public financial management, public administration, business administration/ management, Accounting, Public Policy, Development Studies, International Development or another related field
- Fluent in Portuguese and very good command of English
- Excellent communication and interpersonal skills for effective liaison and for navigating complex stakeholder environments
- Strong analytical skill and ability to conduct assessments of PFM capacities and processes
- Perfect command of standard IT tools (MS Office suite)
- Advanced knowledge of MS Excel, knowledge of PowerBI or any other business Intelligence applications would be an asset
- General professional experience
- Minimum requirement of 5 years of professional experience in the field of public financial management preferably in the international development context, particularly in the context of budget support operations
- Proven track record in capacity development and advising on grant management mechanisms
- Familiarity with programme-based financing approaches and performance monitoring frameworks
- At least 3 years of expertise in implementing or backstopping projects covering planning and budget elaboration for Ministries
- At least 3 years reforming or updating financial reporting, procedures, references and applying accounting in a ministry; (non-exclusive, nor exhaustive list)
- Prior work experience in international development cooperation, in Mozambique or in other developing countries would be desirable
- Any prior experience with basket funds would be considered a strong asset
