Description
- Project: Global Health Supply Chain - Procurement and Supply Management (PSM)
- General Summary and Background:
- The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain
- At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
- The Finance, Accounting and Administration Advisor will provide accounting, VAT exemption certificate processing, and subcontract management support to the GHSC-PSM project under the Lab Sample Transportation (LST) Activity in Mozambique in compliance with Chemonics procedures and USAID regulations
Duties
Accounting
- Review and process vendor invoices and payment documentation, ensuring completeness and compliance
- Enter all accounting transactions into Abacus and maintain accurate physical and electronic accounting files
- Prepare and review travel advances, expense reports, and payroll documentation
- Ensure compliance with USAID rules and regulations, including income and social security tax filings
- Support audits by organizing and providing required documentation
- Provide guidance on accounting principles and USAID/Chemonics policies to staff and consultants
- Perform general bookkeeping and other duties as assigned by the Finance and Administration Manager
VAT Exemption Processing
- Manage VAT exemption requests and liaise with tax authorities and vendors to ensure VAT exemption certificates pertinent to the LST activity are processed in a timely manner
Subcontract Management Support
- Monitor LST subcontractor invoices and support subcontractor management in close coordination with the Lab Team
Requisites
- A degree in accounting, business or commerce
- Strong knowledge and understanding of USAID regulations
- A minimum of 5 years of experience in accounting and administration
- Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word,
- Excel, and PowerPoint) and Abacus or QuickBooks is necessary
- Professional proficiency in English and Portuguese
