We have implemented social marketing and behavior change communications to deliver prevention and treatment products and services across various health areas, including sexual reproductive health, HIV/AIDS, malaria, WASH, and cervical cancer. In Mozambique, PSI is leading the way in enhancing the private sector contribution to the health system and in developing the market for sanitation products in the northern region; supports the ministry of health in data use and quality assurance to boost the capacity of the health system to provide quality and sustainable healthcare; provides technical assistance to government and partners in advancing the self-care movement; steps up the adoption of digital health care solutions that bring care closer to communities. The program has an annual budget of approximately $8 million, five offices in-country, and 100 staff
• The M&E Senior Officer will oversee the implementation of the project's monitoring, evaluation, and learning (MEL) strategy to ensure evidence-based decision-making and adaptive management. The Officer will lead data collection coordination, indicator tracking, learning documentation, and reporting in close collaboration with implementing partners and relevant stakeholders.. This position is contingent upon funding approval

Duties

• Coordinate the implementation of the M&E framework aligned with program goals and and contractual obligations
• Monitor progress of program activities and indicators across project provinces
• Lead and support routine data collection, quality assurance, and timely entry into program databases
• Consolidate and analyze quantitative and qualitative data for project reporting and learning
• Coordinate and supervise data collection at the field level, including surveys and monitoring visits
• Develop user-friendly reporting templates and tools for partner reporting
• Document lessons learned, best practices, and success stories to inform adaptation and learning
• Contribute to the preparation of internal and external reports and learning products
• Train and support implementing partners and field teams on M&E tools and procedures

Requisites

• Education: Bachelor’s degree in Statistics, Demography, Social Sciences, Public Health, or related field
• Experience: At least 5 years of professional experience in monitoring and evaluation of development programs
• Proven experience in M&E for Social and Behaviour Change Communication (SBCC) interventions
• Proficiency in data analysis and management tools (e.g., Excel, PowerBI, KoboToolbox)
• Experience applying M&E frameworks in SRH or youth programs
• Ability to synthesize data into actionable insights and clear reports
• Capacity to coach field teams and strengthen M&E systems
• Strong organizational skills and attention to detail
• Languages: Fluency in Portuguese; working knowledge of English is an advantage
• Local Expertise: Solid understanding of Mozambique’s institutional and implementation context
