US Embassy is recruiting a Strategic Information Program (SIPO) Prevention, to be based in Maputo.

Duties
  • The Strategic Information Program Officer (SIPO) - Quality and Impact will serve as a member of the Strategic Information (SI) Team within the CDC/Mozambique Global AIDS Program office. The incumbent will report to, and be mentored by, the Sr. Monitoring and Evaluation (M & E) Advisor and the Strategic Information Team Lead
  • The incumbent shapes SI policies and objectives, and the incumbent will assist the Sr. M & E Advisor in building overall capacity of Center for Disease Control (CDC) partners, including the Ministry of Health (Ministério de Saude, MISAU), by providing technical assistance to these partners in the monitoring and evaluation of HIV/AIDS programs
  • The main duties of the position are to plan, initiate, conduct, evaluate, and coordinate complex HIV/AIDS SI, and as necessary, applied evaluation research, determine impact of program implementation, document results, and translate data into meaningful policy and program improvement
  • The incumbent plays a key consultative role for employees, contractors, consultants and partners involved in HIV/AIDS program SI
  • The incumbent will also be a key contributor to the strengthening of information systems within CDC partners and MISAU
  • Although the incumbent will liaise across program areas, this position will concentrate efforts on the strategic information related activities in the focal areas of quality of services and linkages between different service delivery areas testing and counseling, clinical care and treatment and program impact of the PEPFAR Mozambique program
Requisites
  • Bachelor’s level degree in public health or health management discipline required
  • Prior Work Experience: At least two years’ experience in designing and implementing SI systems, epidemiology/surveillance and/or health management information systems required.
  • Level IV English (speaking /reading/written), Level III Portuguese (fluent Portuguese) – speaking/reading/written is required.
  • Strong knowledge of theoretical and practical concepts of monitoring and evaluation is required
  • Broad perspective and thorough knowledge of the principles of public health programs and practice including knowledge of organizational and operational concepts and practices applied by public, private, or non-profit agencies and organizations engaged in health related endeavors
